Timor-Leste has made substantial progress in improving its reproductive, maternal, newborn, and child health (RMNCH) outcomes and service coverage over the last decade, but substantial challenges remain. The demographic and health survey 2016 shows that the under-five mortality rate (41/1000 live births) has declined considerably, however, both the maternal mortality ratio (MMR) and neonatal mortality rate (NMR) remain relatively high. Neonatal mortality accounts for 46% of under-five deaths and most of them are from preventable and treatable. A hospital-based study in Timor-Leste identified 153 stillbirths in one year, which accounted for three stillbirths per 100 births and mostly either at health facility or community level are not counted and reported. The adolescent mortality rate is high, with 88 per 100,000 and fairly high prevalence of teenage pregnancy is being considered one of the key determinants which deserve special and urgent attention. Notably, the majority of them are dying in the rural areas and those in the lower income and educational groups.

How can you make a difference?

The consultant willgenerate reliable information on the current status and functioning of the health facility in providing maternal and child health and nutrition care and support services in Ermera and Viqueque Municipalities. This information will be used to inform plans aimed at enhancing capacity and improving the quality of MNCH and nutrition service delivery in health facilities in the target areas.

Tasks and Responsibilities

  • Develop tools to assess gap and need for training, job-aids, and essential supplies and commodities related to MNCH and Nutrition services in all health facilities in Ermera and Viqueque municipalities;
  • Collect information about the gap and need of training, job-aids, supplies, and equipment all health facilities in Ermera and Viqueque municipalities;
  • Analyze data from the assessment and develop an improvement plan in consultation with MOH and INS; and
  • Pay visits to the selected health facilities to measure the progress and prepare a progress report.

Deliverables

  • Assessment report highlighting the needs and gaps in training, job-aids, and essential supplies and commodities related to MNCH and Nutrition in all health facilities in Ermera and Viqueque municipalities (30 days).
  • Improvement plan (short term, medium term, and long-term) for all the health facilities in Ermera and Viqueque in order to offer essential MNCH and Nutrition Services (10 days).
  • Progress report on the implementation of planned activities in Ermera municipality (20 days).

Estimated duration of assignment: 60 working days from June 2018

Proposed payment schedule based on deliverable:

1st Installment upon submission of deliverable 1

To qualify as an advocate for every child you will have…

Bachelor degree in medical or social science including doctor, nurse, midwife or public health professionals

Three years progressively responsible professional work experience at national and/or sub-national levels in program planning, management, monitoring and evaluation in health systems strengthening program focusing on MNCH and Nutrition.

  • Previous experience in working with UNICEF (or UN agency/large NGO/multi/bi-lateral organization) would be an asset.
  • Language Proficiency: Fluency in English and Tetum is required and knowledge of another official UN language or a local language is an asset.
