Terms of Reference

Purpose of this consultancy

The objective of this consultancy is to hire an expert to draft and edit the updated version of Actions for children and youth resilience: Guide for Governments, originally published by RET International and UNICEF in 2015, based on the available documents and technical inputs provided by the UNICEF LACRO Emergency section.


UNICEF efforts concentrate on the reduction of disaster and humanitarian crises risk through the promotion, adaptation and implementation of risk analysis tools and child-sensitive Risk Informed Programming, setting the stage for resilient development as contemplated in the 2030 agenda.

  • UNICEF LACRO promotes and supports the implementation of evidence based Programming considering a child inclusive risk analysis of shocks and stresses including natural hazards, climate change, violence and insecurity, epidemics, and other types of human hazards.
  • The need to increase our understanding of risk to encompass multi-hazards and threats is central to the 2030 Agenda.
  • The Sendai Framework for Disaster Risk Reduction (SFDRR) speaks to reducing risks in the context of: disasters caused by natural, manmade, environmental, technological and biological hazards.
  • The sustainable Development Goals (SDG) outcome document “ Transforming Our World refers to global health threats, disasters, violent conflict, climate change, and other humanitarian crises threatening to reverse much of the development progress made in recent decades; and the Paris Climate Agreement and World Humanitarian Summit (WHS) demand that we address risk and its impact. Risk Informed Programming is also a priority of the UNSGs Prevention Agenda.

In this context, the UNICEF Regional Emergency Unit is seeking the support of a consultant to update the existing Guide for Governments “ Action for children and Youth resilience“ Link to the publication- to reflect recent developments in the field of disaster risk reduction (DRR) and resilient development, while adhering to UNICEF guidance on Risk Informed programming. The consultant will consolidate relevant data, background information and good practices on key issues of children's rights and priorities in LAC region. It is expected that the duration of the consultancy will be up to six months.


The consultant will be responsible for drafting and editing the updated version of the joint publication in Microsoft WORD format in Spanish or English as required by UNICEF and according to UNICEF principles and guidelines.

Qualifications and specialized knowledge Requirement

Qualification and necessary experience:

  • University degree, preferably but not limited to: communication, marketing, journalism, literature, social science, international development, international relations or related areas
  • More than 3 years of proven experience in the review or production of publications.
  • 3 to 5 years of experience using any of these programs: MS Word, MS Excel, MS Outlook
  • 2 to 4 years of proven experience in editing publications, including technical or complex material.
  • Previous experience working with UNICEF or other United Nations agencies will be valued.
  • Knowledge of the rights of children and adolescents.
  • Proven command of verbal and written Spanish or English.
  • Strong technical skills in edition, style correction and consolidation of variety of inputs.
  • Strong skills to produce concise and easy-to-understand documents.
  • Proven experience of having worked within a multi-cultural environment.
  • Strong inter-personal skills.
  • Ability to work with little supervision.
  • Ability to work under pressure
  • Ability to work with short deadlines
  • Creativeness and innovation in reporting will be highly appreciated.

Language skills:

Fluency (oral and written), required in Spanish and English.

Reporting responsibilities/Supervision

The Regional Emergency Adviser/Regional Emergency Specialist of the Regional Office will provide overall supervision to this consultancy through regular use of modern IT system (e.g., Skype, WhatsApp, email and other). Weekly (or more frequent) teleconferences or Skype sessions to discuss progress as required.

Fee, payment schedule, and other charges

Fees: Applicants are requested to submit an economic proposal for the consultancy based on these terms of reference and according to their experience and competence in the areas of expertise. Daily rates should be provided. Applications without a financial proposal will not be considered

Each product could be reviewed up to 3 times before the final approval by UNICEF.

Payment schedule: The consultant will be paid against delivery of the products, upon satisfactory approval by UNICEF.
