CONTEXT OF THE MISSION

Handicap International’s Middle East Regional Programme coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine) for now. The programme is engaged in the second part of its StrateOp 2015 – 2019 with a massive growing of financial volumes on the last 2 years. The program is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2018 of 11M Euros with 220 expatriates and national staff.

The main goal of the MEREP strategy 2015-2019 is to promote access to inclusive and adapted services for Persons With Disabilities and vulnerable groups, with a particular focus on youth and women, in varied and volatile environments, characterized by chronic political and human crisis, and through duty bearers’, users’ and service providers’ representatives central involvement. The strategy is set by 3 different pillars:

  • Pillar 1: Crisis and Emergencies. Ensure prepared and comprehensive immediate response and recovery and promote the inclusion of the most vulnerable, with a particular focus on people with disabilities
  • Pillar 2: Prevent impairment and disability by enhancing both the quality and the systemic management of existing services
  • Pillar 3: Inclusion. Promote cohesion resilience and participation through dialogue, empowerment and social change.

DESCRIPTION OF THE POSITION

Under the responsibility of the Regional Grant and Development Coordinator, and working in direct collaboration with other members of the regional coordination team, you are responsible for providing support to the regional coordination team regarding proposal preparation, internal and external reporting, data collection and information management. You can also have functional links with CM and PM in the frame of the finalization of narrative donor reports.

In this framework, your main duties are:

  1. To support the reporting process for ongoing projects prepared for various funding agencies (50%)
  2. To support the preparation and finalisation of highest quality project proposals submitted to various funding agencies (25%)
  3. To support the launch of new project (5%)
  4. To assist the supervision of projects implementation in order to guarantee the achievement of set goals (5%)
  5. To compile and disseminate information on proposal development and reporting processes (5%)
  6. To consolidate and develop tools to enhance internal and external communication between the regional coordination team, country missions and project teams on key events and developments within the programme (5%)
  7. To provide support to the regional coordination team in other areas (5%)

PROFIL

Education:

  • Advanced degree in social sciences, communication, development/ humanitarian or management

Experiences:

  • Minimum 1 year in supporting senior staff in proposal writing, editing, reporting.
  • Experience in donors reporting

Competencies:

  • Good understanding of development and humanitarian sector
  • Able to interact effectively with people of different cultures
  • Very good knowledge of the Project Cycle Management framework
  • Proficiency in written English and French

  • Strong organisational skills
  • Strong accuracy and scrupulosity
  • Planning, organizing and multitasking skills
  • Strong team player

SPECIFICS

This position could require regular travelling (depending on needs and no more than 15% of the working-time) within Middle East, including conflict-affected areas.

The security in Jordan is still fairly good. In Amman, despite some sporadic demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable.

CONDITIONS

• Employee status:

  • Salary from 2031 € gross/month regarding the experience of the candidate
  • Perdiem: 588 € net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year
  • R&R : 1 day per month
  • Status : position open to couples – Non-family duty station
  • Housing : collective taken in charge by Handicap International
