World Vision is seeking a Shelter Engineer to be responsible to oversee implementation of a shelter project in the field. Activities include monitoring, supervising and coordinating contractors, materials and commodities related to rehabilitation activities for the Syria/Aleppo and Idleb Governorates covered by the OFDA funded Supporting Affected Communities for Life-saving Action Phase Two (SACLA II) project.



· Ensure the quality of implementation of the project as per the programs standards guidance and based on the plan/proposal.

· Supervise on scheduled basis the implementation of technical activities in the field through daily field visits.

· Directly supervise Shelter Field Assistants.


· Contribute to planning, organizing and implementing technical activities in the field.

· Coordinate with the shelter supervisor for daily implementation of shelter activities


· Develop plans for the construction/rehabilitation of buildings, including design structure, drafting bill of quantity and setting project schedules for shelter construction/rehabilitation that meet humanitarian standards.


· Prepare weekly report on construction/ rehabilitation progress and any challenges/delays in work plan;

· Prepare activities report on a regular basis.

· Monitor the contractor works and activities as per the agreement or signed contract with World Vision.

· Assess the activities undertaken and ensure efficient use of resources in close collaboration with Shelter Supervisor.

· Lead the assessment of technical needs regarding Shelter for new projects and monitor the market prices changes;

· Report and discuss with supervisor any technical issues which may have a direct impact on the general implementation of the project and the organisation’s activities in the area;


  1. Bachelor degree or certificate in civil and/or architecture engineering
  2. Extensive experience in managing and implementing building construction or renovation/rehabilitation projects;
  3. Spoken Arabic and English is required.
  4. Ability to draft detailed and accurate reports in a timely manner;
  5. Working knowledge of computers using AutoCad, MS Word and Excel among other packages. Communicate effectively through email and use of internet.
  6. At least 1 year of previous experience as shelter engineer; Previous work in NGOs will be an asset.
  7. Strong organizational skills and attention to detail;
  8. Highly motivated and with a desire to work with local communities; Ability to work with culturally diverse groups of people;
  9. Strong communication, inter-personal skills, and diplomacy;
  10. Cultural sensitivity and adaptability
  11. Strong communication skills with ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.
  12. Excellent networking skills.
  13. High degree of negotiation and persuasion skills.
  14. Ability to work with a reasonable level of comfort in high tension and high security risk situations.
  15. Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardships.
  16. Understands work from a process point of view and uses measurement and accountability systems effectively.
  17. Demonstrates openness and transparency. Ability and willingness to travel between Syria and Turkey.
