POSITION SUMMARY:

Hurricane Harvey, the first major hurricane to hit the United States in over a decade, made landfall in Texas on Friday, August 25, 2017. Americares continues responding to urgent health needs of survivors and is initiating long term recovery programming. Americares priorities for the Hurricane Harvey recovery period include 1) restoring primary health care services disrupted by the hurricane; 2) addressing disaster-related health needs of people affected by Harvey; 3) providing mental health and psychosocial support (MHPSS) programming; and 4) strengthening emergency preparedness and resilience within the safety net healthcare community.

Americares is seeking an experienced, dynamic, Recovery Director to oversee Americares Hurricane Harvey relief work in Texas. The Hurricane Harvey Recovery Director will provide overall leadership and representation, establish and strengthen strategic partnerships, develop and oversee Americares Hurricane Harvey recovery program strategy and program portfolios, and serve as the focal point between Headquarters and the field. The Recovery Director will report to Director, Emergency Response.

Duties & Responsibilities

Leadership and Representation

  • Lead and manage Americares Hurricane portfolio and staff to achieve targets with high quality
  • Work with Americares partners to understand disaster health needs and implement solutions
  • Represent Americares at coordination meetings and other key stakeholder meetings
  • Serve as Americares spokesperson for media, donor and/or related requests

Program Strategy and Oversight

  • Propose appropriate interventions to address disaster related health needs and work with Americares headquarters team to design recovery programming consistent with AmeriCares strategy
  • Oversee Americares Hurricane Response program implementation
  • Build capacity of partner organizations and provide training to prevent and control negative health outcomes

Operations

  • Lead recruitment and hiring of recovery staff as required, working closely with HR Team and Director, Emergency Response.
  • Lead budget development and data collection for recovery programming
  • Lead information management and reporting between the field and HQ
  • Conduct other duties as assigned.

Requirements

  • Minimum of 10 years’ experience in disaster response and/or recovery programming
  • Bachelor degree required; advanced degree in public health, emergency management or related field an advantage.
  • Experience managing high profile, large scale disaster relief programming in the US
  • Experience with and understanding of health needs of underserved populations/communities
  • Proven track record in developing strategies, program and budget management, and leading teams
  • Excellent written and oral communication skills
  • Fluency in English required; proficiency in Spanish an advantage
  • Willingness to travel and work in remote areas
  • Able to work collaboratively with colleagues and stakeholders across levels and locations
