SUMMARY

The Managing Director will provide substantive and managerial oversight of a nascent 501c3 organization and network that is helping shape the global research agenda around violent extremism. S/he will lead the development and planning, fundraising and financial management, implementation, reporting and public outreach for the Global Research Network on Conflict (GRNC) and the Researching Solutions to Violent Extremism Network (RESOLVE).

The qualified candidate will have a proven track record of performance in management and leadership roles within an organization, effectively supervising staff, projects, and fundraising efforts. In addition, the candidate will have demonstrated substantial contributions to the policy and practice within the field of terrorism prevention, and/or countering violent extremism. The Managing Director will report to the interim GRNC Executive Director.

About RESOLVE

International stakeholders launched the RESOLVE Network in September 2015 during an international summit co-hosted by USIP and held on the sidelines of the United Nations General Assembly in New York. RESOLVE was formed to meet the needs of policymakers and practitioners to better address the significant gaps in research, evidence, and data in the CVE field. The RESOLVE Network has become a resource hub for policymakers, practitioners and researchers looking for a nuanced, multidisciplinary, data-driven approach to empirical analysis of the drivers of violent extremism. The Network currently focuses on three lines of effort: 1) forges partnerships with locally based research, training, and policy institutes in six major regions heavily impacted by violent extremism; 2) aggregates and synthesizes existing research, and helps generate high quality, locally informed, and evidence-based research on the dynamics of violent extremism; and 3) builds the capacity of local researchers to lead locally informed research in the CVE field.

In August 2017, USIP helped form the GRNC as an independent US 501c3 to manage RESOLVE with wrap-around support from USIP. The near-term expectation is that the network will become increasingly autonomous. RESOLVE can now obtain support from other countries, international organizations and private foundations, bringing it even closer to its objectives of supporting a wide array of stakeholders in the international community and serving as a hub for international research to address violent extremism and its causes.

MAJOR DUTIES AND RESPONSIBILITIES:

Development and Planning:

  • Oversee the RESOLVE Network (e.g., designing projects; developing project’s strategic plan, goals, objectives, and operating plan; designating appropriate resources required to support project goals and objectives,
  • Direct implementation of a portfolio of externally funded projects for the RESOLVE Network (e.g., lead the implementation of projects, meet project goals and objectives, develops and presents on the status of project goals and objectives, ).
  • Navigate development and growing autonomy for GRNC and RESOLVE, as an independent

Financial Management:

  • Manage the program budget to ensure that the program is operating within its budget limitations to meet goals and objectives.
  • Coordinate and help manage a business development strategy and implementation to pursue external funding that is aligned with RESOLVE’s objectives and ensures sustainability of RESOLVE by diversified funders and specific projects.

Outreach:

Along with the Board, USIP, and other partners as enumerated will:

  • Build partnerships and cultivate contacts with subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to promote RESOLVE’s program initiatives and goals.
  • Attend and participate in conferences, events, and other programs representing GRNC and the RESOLVE

QUALIFICATIONS:

  • Eight (8) or more years related experience
  • Master’s degree in international relations, security studies or related social science field
  • Management and administration:

  • Strong project management skills and experience managing complex projects

  • Strong collaboration skills; ability to coordinate the input and priorities of multiple players

  • Ability to think strategically, and to effectively develop, communicate, and execute plans

  • Strong problem-solving skills required; must enjoy taking ownership of and solving

  • Ability to design and manage budgets

  • Proven ability to lead and motivate others, and to work as a team

  • Excellent interpersonal skills

  • Public speaking and representational skills

  • NGO creation, oversight and/or management experience strongly

  • Fundraising experience

  • Experience working in volatile and conflict affected environments

  • History of working effectively with academic institutions

  • Substantive knowledge and expertise:

    • Experience working on addressing violent extremism (CVE)
    • Knowledge of international security, countering violent extremism, counter terrorism, foreign fighters and conflict analysis and familiarity with international frameworks and organizations involved in supporting global responses to violent extremism
    • Experience as a researcher and writer
    • Strong understanding of field security (i.e. experience in building routines, providing ongoing analysis, reviewing compliance, fostering competence and organizational readiness)
    • Understanding of and experience with mixed methods research design and human subjects research ethics
  • Field experience:

    • Experience managing complex projects in multiple locations, including non-U.S. locations
    • Previous field-based research experience in conflict settings or on peacebuilding
    • Ability to travel in the United States and abroad
