The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position.

ICMPD will implement a project that aims to increase productive and equitable vocational skills and enhance migration systems in order to improve the livelihood of poor Nepalese through skills system strengthening, innovation and delivery, and migration for development related activities.

Specific to migration for development, the first major activity will include an analysis of Nepal’s migration and remittance economy from a market development perspective to define the challenges and identify concrete solutions, as well as identify critical Nepal migration corridors that affect the migration for development situation in Nepal. The second major activity will include implementation of innovations or models geared towards (a) raising migrant net incomes such as improving wages and skills, and reducing migration financing, recruitment and other costs; and (b) increasing savings and productive investments including the conduct of financial literacy and other related activities.

The successful candidate will work as National Project Officer on Migration for Nepal within the framework of the above project. He/She will be responsible for the organisation and coordination of activities with the beneficiary authorities and relevant stakeholders in Nepal as well as monitoring of their effective implementation and reporting. He/She should be a strong networker and liaise with ease with partners and collaborators in an international environment.

The National Project Officer reports to the Regional Coordinator – Silk Routes, based in Vienna and works in coordination with the Project Manager who is also based in Vienna and is responsible for various parts of the project.

Duties and Responsibilities

Under the supervision of the Regional Coordinator – Silk Routes, the incumbent will be responsible for the following tasks:

  • Manages the day-to-day communication with the beneficiary country authorities and relevant stakeholders and ensures regular channels of communication with national officials;
  • Organises project activities on the ground in coordination with component managers and officers;
  • Participates in and closely monitors the effective implementation of activities with the beneficiary country and relevant stakeholders;
  • Provides technical input and advice to the beneficiary authorities and relevant stakeholders as concerns project activities;
  • Assists in the conduct of trainings, information campaigns and community education to targeted participants;
  • Supports the experts, primarily short-term experts (STEs), on the ground and participates in their work;
  • Informs the project team regularly on relevant developments in the country and provides an assessment of likely impact on project implementation;
  • Monitors regularly office expenditures, ensures that budget allocations are not exceeded and expenses correctly allocated. Identifies resource deficiencies and informs Regional Coordinator;
  • Contributes to project reporting;
  • Represents ICMPD at conferences, seminars and workshops as needed;
  • Performs any other duties as required.

Essential Qualifications

Education:

  • Advanced university degree in international relations, law, development studies, economics, social or political science, migration studies or related field.

Experience:

  • A minimum of five years relevant work experience at national or international level.

Knowledge, skills, abilities:

  • Substantial knowledge of the migration situation in Nepal
  • Excellent knowledge of Nepali
  • Excellent oral and written command of English, including the ability to prepare background papers, policy briefs, project reports and presentations
  • Demonstrated diplomatic and political understanding as well as networking skills
  • Excellent communication and interpersonal skills, adaptability and flexibility
  • Analytical and drafting capacity - capacity to independently prepare reports and presentations
  • Good organisational skills including managing conflicting priorities and working with tight deadlines and demonstrated efficiency
  • Ability to work effectively with colleagues from different cultural and professional backgrounds
  • Previous experience with governmental and international organisations is an asset.
