Programme Coordinator – based in Yangon, Myanmar

FCA in Myanmar is focusing on Right to Quality Education, Right to Livelihood, and Right to Peace working with partner organisation and assisting with technical and managerial support. Currently the program is undergoing strategic change process exploring new form of engagement in Myanmar.
The Programme Coordinator main responsibilities are to ensure high quality inputs and facilitation of the capacity building of partner organisations and to support the country programme through programme design, planning and coordination with donors.. S/He will report to Myanmar’s Country Director and is based in Myanmar Country Office in Yangon.

Duties and responsibilities:

Programme Design & Implementation (40%)
• Identify international project opportunities (contracts and grants) and manage teaming discussions with in-country partner organizations
• Identify partnerships and manage opportunities with other INGOs based in Myanmar and national NGOs
• Actively liaise with targeted donors, maintain positive long-term relationships
• Prepare and submit concept notes and proposals, pricing and service agreements for donors, including value added by FCA MYA
• Support the Country Director in communication with FCA Global Grants and Fundraising units and donors
• Update regularly the projects in pipeline document**

Partner Organisation Capacity Building (40%)**
• Review and improve existing draft capacity building plans for partner organisations
• Conduct formal and informal CB needs assessments related to M&E, research, and data use, financial management and organisational leadership for partner organizations
• Provide applied experience in adult learning research and practices to develop training materials for a variety of audiences in diverse resource settings
• Provide training and otherwise build the capacity of local implementing partners and local government officials to improve the effectiveness of performance management utilizing best practices in adult learning
• Work with the project team to integrate partner learning targets and activities into project design, including Project Monitoring Plans and the planning of project workshops and other dissemination activities
• Provide inputs on the use of performance indicators and evaluations to reflect progress toward Capacity Building outcomes and impacts
• Collaborate with relevant colleagues at HO and in Myanmar to build partner capacity.**

Learning and Knowledge Translation (20%)**
• Support the monitoring and research activities in Myanmar and support communication of evidence to key stakeholder groups through project briefs, forums, research reports, etc.
• Participate in capacity building of FCA program staff in programme design and research**

Competence and Personal Requirements:**
• Master’s degree in International Development or related field and strong work experience from South East Asia
• Work experience in development cooperation and/or humanitarian assistance in INGO sector in South East Asia
• Experience of capacity building for local partners and in adult learning methods
• Proven track record in successful grant acquisition from any of the major international donors (EU, DFID, USAID etc.)
• Demonstrated ability to manage a high workload on multiple assignments with conflicting deadlines
• Good knowledge on the PME
• Good facilitation skills and interpersonal skills
• Good/excellent command of oral and written English

The fixed-term contract for this position will be made until December 2019, with four months’ probation period. The compensation is based on FCA Compensation System and depends on prior work experience.
