Program / Department Summary

Mercy Corps program addresses a large array of needs and gaps, across a number of technical sectors across the whole of Syria. Projects include emergency response for basic needs; livelihoods and protection projects; WASH projects. The program is implemented directly and through partnerships and is managed remotely from the Jordan office, Amman.

General Position Summary

The Program Manager's role is to lead the management of large multi-sectoral programs/grants. Under the direct supervision of the South Syria Programs Manager, the Program Manager is responsible for coordinating multi-sectoral emergency response programs through partner organizations in the program areas; supporting partner organizations to implement quality livelihoods, protection and WASH interventions; contribute towards strategic vision of the Mercy Corps team and manage a team consisting of a Program Coordinator and Program Officers.

While staying abreast of the contextual development in southern Syria, the position holder will be responsible for developing strategic planning with partners. They will work closely with implementing partners to ensure smooth, efficient and effective implementation of the projects to international best practice standards. The role also involves understanding how the collection of partner projects fits within Mercy Corps' grant portfolio and Mercy Corps wider strategy, with support and guidance from the South Syria Programs Manager.

The position encompasses managing the partners team to support partner programming, including planning and coordination of high quality interventions at grant and subgrant level, monitoring and verification of activities in coordination with MEL Manager, supporting budget and proposal development in line with donor rules, reporting to donors, ensuring appropriate capacity development with partners and mentoring and coaching of specific partner staff where appropriate. Experience of partnership programming is essential.

Essential Job Responsibilities


  • Ensure consistent engagement with local partners, in line with Mercy Corps partnership approach.
  • Ensure that relevant systems, tools and procedures are developed for effective assessment, program implementation, and documentation, tracking & reporting of activities.
  • Ensure that the programs targets are met accordingly to the implementation work-plan. This includes being responsible for the quality of periodical reports/updates and grants tracking system by ensuring that subgrant and grant records are kept up to date.

  • Work closely with MC's MEL Manager to ensure adaptive approaches to remote monitoring.

  • Ensure that program implementation is responsive to communities and partners are consistent with Mercy Corps' relevant program guidelines, principles, values, quality standards and strategic plan.

  • Alongside M&E Coordinator support partners to effectively close out, learn from and improve programing through regular learning reviews.

  • Ensure projects are aligned with context specific learning and best practice.

  • Organize and facilitate meetings/workshops/trainings to help increase the capacity of local staff and partners in planning and implementation of our programs.

  • Provide specific coaching to staff and partner staff, maintaining a consistent approach in line with Mercy Corps Capacity Development approach.

  • Ensure grants are spent on time, appropriately and to budget. Keep track of spending in coordination with Finance Manager and South Syria Programs Manager.

  • Management the sub-granting process for partner projects – ensuring relevant clauses are inserted from due diligence understanding of partner capacity.

  • Lead on donor-level proposal design and proposal writing in coordination with South Syria Programs Manager.

  • Actively seek out new programming opportunities, through keeping abreast of the context, actively identifying new potential partners, and new geographical areas of operation

  • Working with the PM for Cash and Livelihoods proactively seek ways for MC direct implementation to co-compliment partner programming and ensure effective communication.

  • Provide professional guidance and support to the Program team and other team members. Ensure effective line management of at least one Program Coordinator

  • Ensure a good understanding of the Syrian conflict context.

  • Maintain up to date knowledge on donor requirements and compliance issues, relevant to specific grants.

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

  • Assist in any other task or duty assigned by the supervisor.



  • Pay close attention to issues, trends or concerns that arise from implementing team and in discussion with South Syria Programs Manager make decisions and take action as delegated.
  • Participate in relevant working group meetings, representing Mercy Corps work in South Syria.
  • Under supervision of the South Syria Programs Manager, develop and maintain working relationships with other INGOs and develop joint approaches and tools to support cash programming
  • Coordinate with relevant international and local agencies including humanitarian and human rights organizations, local authorities and local partners.
  • Ensure representation of partner programming at relevant Working Groups
  • As delegated, support the South Syria Programs Manager with other relevant representation including at donor meetings, and government forums/meetings.


  • Ensure compliance with security procedures and policies as determined by country
  • Work with Security Officer/Coordinator to ensure risk assessments in place for all partners projects, and partners have minimum standards of security management in place.
  • Ensure security incidents partners faces are elevated to security team, and reported to donors as necessary.
  • Alongside Security Officer/Coordinator support partners with security reporting and in the development of security plans – keeping up to date of the security context.
  • Proactively ensure partners are supported by Mercy Corps Security Officer.


  • Ensure compliance with donor and Mercy Corps regulations related to grant management.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.

Accountability to Beneficiaries

  • Support partners with the development of effective CARM systems in the design and implementation phases and ensure partner programming meets expected do no harm and protection standards. Where possible encourage referrals.
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Works Directly With: All Mercy Corps department and staff as well as staff from partner(s) organizations

Knowledge and Experience

  • University Degree or Higher in field relating to humanitarian and development work or' Degree relevant to one or more of the following technical sectors (Livelihood, Protection)
  • 3-6 years of experience working with a Non-Governmental Organization, ideally focused on humanitarian relief.
  • Experience of line management is required.
  • Experience of working with local partners is required, and expertise in partnership approaches is desired.
  • Experience in implementing humanitarian programs in cash, WASH and resilience-building livelihoods interventions.
  • Demonstrated experience in emergency response programming in highly insecure environments
  • Experience in remote management.
  • Commitment to local capacity development and experience engaging and working with local stakeholders in project design and implementation.
  • Demonstrated capacity to collaborate closely with INGOs, national NGOs and Community Based Organizations.
  • Good organizational and project management skills.
  • Proven ability to work cooperatively with colleagues from other departments in a team environment, and to lead a diverse group of people.
  • Understanding of participatory methodologies for project design, implementation and evaluation.
  • Knowledge of humanitarian standards and codes, including SPHERE and CHS is an asset.
  • Demonstrated familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required.
  • Show great initiative and be able to work well in a team and independently.
  • Demonstrate knowledge of the (south) Syrian conflict context and understands project needs.
  • Commitment to high level of confidentiality with sensitive information.
  • English language written and spoken is essential. Excellent spoken and written Arabic and is desired.

Success Factors

The successful candidate will have proven experience working effectively and respectfully with NGOs and CBO representatives, and will have effective verbal and written communication as well as multi-tasking, organizational, and prioritization skills. S/he will have demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members. S/he should have excellent coordination skills, the ability to manage multiple deadlines and show initiative to improve program implementation. Sensitivity to multi-cultural humanitarian and development work and ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles are all critical. S/he will have experience of working in a remote management context. An ability to creatively solve problems, juggle multiple priorities under tight deadlines, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations are also essential.

Living Conditions / Environmental Conditions

The position will be based in Amman, Jordan. This location is currently an unaccompanied position, but we expect that to change in the future. Housing is individual accommodation with unlimited freedom of movement beyond the house/office. Staff will have access to medical, electricity, water, etc.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
