Human Appeal is a British INGO that provides emergency aid and services to people affected by the conflicts in Iraq. Human Appeal Iraq is one of the leading INGOs responding to the Mosul crisis. HA works in a variety of sectors which include; food security and livelihoods, WASH, protection, shelter, Education and others. In a short space of time Human Appeal has expanded its operations significantly with programmes worth $25+ million and 200+ staff. Human Appeal is working in partnerships with UNHCR, UNOCHA, WFP etc.

The Grants Coordinator will lead on Human Appeal’s grants and partnerships coordination. This includes a particularly heavy proposal development period; second, to provide capacity development and support to Programmes Coordinators on project design, proposal development, donor compliance, BVAs, OTIS and budget development.

The Grants Coordinator will contribute to overall grants management at Human Appeal Iraq. The position reports to the Head of Programmes with close liaison with finance, logistics, procurement and HR. This position is based in Erbil with occasional trips to field sites, if needed.



1- Lead coordination of proposal development (including logframe meetings) working with program staff and ensuring proper review at the Country level, gathering input from technical coordinators, technical advisors, Research, Monitoring and Evaluation staff, and the Regional Unit.

2- Write budget narratives, edit proposals, and ensure proper proposal and grant management procedures are followed.

3- Act as focal point with donors in-country for the proposal development process, as needed.

4- Monitor and support the use of management tools such as Budget vs. Actual (BVA) for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.

Liaise with Iraq and UK grant units in order to ensure proposals meet internal standards and ensure these are in line with HA’s Iraq Strategic Action Plan (SAP) and are donor compliant.


5- Support in the reporting process with in-country staff for updates and HQ for approvals before submission to the donor.

6- Ensure that reports to donors are submitted on time; that reports are coherent and accurate (quarterly, interim or final reports).

7- Play a key role in Grant Opening and Closing meetings, as well as monthly/regular grants management meetings (BVA meetings) which include representation from each unit (finance, programs, logistics) and ensure proper follow up of issues raised.

Donor Compliance

8- Research donor compliance issues for new opportunities or existing grants, as needed.

9- Review donor agreements and coordinate their review with the relevant HA HQ office.

10- Ensure that grants are implemented in compliance with HA and relevant donor regulations.

11- Maintain and update grant files related to proposals.

12- Ensure that partnership and sub-grant related administrative processes and procedures are consistently implemented throughout the program, including pre-award compliance checks, agreements, and disbursements and reporting.

Communication and Information Management

13- Distribute to HA staff all documentation (grant proposals, reports, budget, etc.) related to their specific programs.

14- Keep an updated inventory of all communications related to programs/donors and ensure communication and visibility requirements are met.

Management and Capacity Building

15- Provide on-the-job training to the Programmes Team. Topics may include BVA, OTIS, project design, proposal development, budget development, Grant Opening and Grant Closing meetings etc.


16- Ensure OTIS data is up to date for all assigned new proposals. Secure all OTIS approvals for the assigned new proposals prior to submission to the donor.

Job Requirements:

Bachelor’s or Master’s degree or equivalent in international affairs, development or related subject.

Fluency in English, spoken and written. Knowledge of Arabic would be a bonus.

At least three years of work experience in project and/or grants management and proposal/business development/design.

Prior knowledge of donor regulations (UNHCR, WFP, OCHA, USAID, OFDA, ECHO, DFID, SIDA, UNICEF, etc.).

Previous successful experience developing projects, writing proposals and donor reports required; experience with UNHCR proposals strongly desired.

Good communicator with strong organizational, time management and analytical skills.

Inter-personal, cultural and diplomatic skills.

Strong writing and editing skills with close attention to detail.

Flexibility to adapt to changing requirements.

Ability to juggle competing priorities, meet demanding deadlines and work under pressure.

Strong computer skills required; advanced MS Excel skills strongly desired.
