Following the adoption of the program “Support Rule of Law Reforms in Ukraine” (PRAVO) in November 2017 by the European Neighborhood Instrument’s Committee, Expertise France has been identified to implement the 1st axis of intervention “Support to justice sector reforms” (PRAVO-Justice) through indirect management.

The project shall enforce practical fair access to justice for all, based on the rule of law and respect of common European democratic values and standards. The PRAVO-JUSTICE addresses the needs of Ukraine to accomplish the reform of the Justice Sector Institutions (JSIs). The scope of the project covers the objectives of the EU – Ukraine Associated Agreement and also the Justice Sector Reform Strategy 2015-20 (JSRS) and its Action Plan (JSRS AP). It aims to strengthen the justice system and provides for a number of complex activities targeting strategic priorities and specific actions resulting from mentioned policy making documents. The project with a budget of 15 million € for 3 years will be based in Kyiv and deploy a team composed of 3 International Key-Experts and 5 National Key-Experts. It is structured around four components:

  1. Justice Reform Management: Strengthening capacity of institutions for designing and implementing the Justice Reform Strategy
  2. Judiciary and related institutions (e.g. public prosecution, legal profession, etc.): Enhancing governance, professionalism, transparency and efficiency of the judiciary and related institutions
  3. Enforcement: improving enforcement of judgments (civil and criminal) and the enforceability of obligations
  4. E-Justice: support the development and introduction of e-justice tools
    The Key-Expert 3, Head of component 4 will be recruited in the framework of the inception phase (4 months) which aims to design, budget and coordinate the pre-identified activities in the project. The long term assignment for the implementation phase of the project will be filled through a second call for application. The recruitment process is subject to the signature of the project with the EU.
    He/she will have overall responsibility for activities related to IT and infrastructure-related matters.


The Key-Expert, Head of component 4 will have experience in implementation of international capacity building projects and good knowledge of regional political realities, legislation and priorities for action. He/she will provide in-depth policy, legal and technical advice on a wide range of topics related to their assignments.

The ideal candidate should have:

  • University diploma (preferably in law) or equivalent (plus relevant professional qualification)
  • Excellent command of both written and spoken English. Knowledge of Ukrainian and/or Russian is a distinct advantage
  • Advanced computer literacy
  • Excellent organisational communication (written and oral) skills
  • Very good analytical skills
  • Proactive approach and outgoing personality, results- and not activity-driven, track record of successfully working in multi-national teams

  • Minimum 10 years of general professional experience

  • Preferably 10 years, both domestic and international work experience in managerial and/or senior administrative positions

  • Experience as team members (preferably 5 years) in international projects providing technical assistance, preferably in transition countries

  • With preferably previous work experience in IT project management (including procurement) in the public sector, preferably in optimizing judiciary-related workflows and introducing large-scale IT-based court management systems

  • Proven track record of successfully delivering or rolling out IT support systems as a project manager

  • Full and proven (certification a distinct asset) of a standard project management methodology such as Prince 2 or equivalent
