Project Overview and Role

Education Pathways to Peace in Mindanao (Pathways) is a $90 million Government of Australia investment to improve the delivery and quality of education in conflict-affected areas of Mindanao. The nine-year program (six years with possible three-year extension) seeks to address the challenges associated with ensuring effective implementation and sustainability in a conflict-affected area.

Pathways intends to contribute to peace-building by addressing inequity and disparity in participation and performance in basic education. This will be accomplished through facilitating and strengthening effective engagement and collaboration processes and the institutional systems of key stakeholders to support the delivery of quality basic education. The Program will focus on supporting improvements in the participation and performance of learners at the early grade levels (Kindergarten to Grade 3), in teacher education and development, and in the development of context-appropriate curriculum.

Responsibilities

Purpose of the Position: The Monitoring, Evaluation and Learning (MEaL) Manager will be responsible, in collaboration with the Team Leader and Pathways team members, for the development and implementation of the M&E Framework which is aligned with DepEd ARMM monitoring and which will contribute to successful realisation of the End-of-Program-Outcomes (EOPOs). The MEaL Manager will also work with the Pathways team to create opportunities for learning and sharing knowledge about Pathways progress.

Duties

Under the direction of the Team Leader, the MEaL Manager will:

  1. Through a collaborative process with DepEd ARMM and Pathways team, develop a draft M&E Framework which reflects the design of Pathways and embeds the commitments to evidence based decision-making, flexibility, responsiveness and adaptive management, including the following steps:

  2. Review the Theory of Change and program logic and agree on indicators and feasible measures for inclusion in the M&E Framework;

  3. Consult with DepEd and the Consortium partners on the role and timing of student assessments and teacher competence assessments that will be included in the M&E Framework;

  4. Identify a range of qualitative studies that will be undertaken to assess changes in behavior and attitudes (e.g. changes in teachers? behaviour, evidence of students? resilience and tolerance) and coordinate the implementation of these studies through TWGs, Consortium partners or other Specialists;

  5. Ensure that the M&E Framework is aligned with DepEd ARMM priorities and DFAT needs, taking into account DFAT's high level reporting frameworks as well as the needs of the program;2. In collaboration with each of the Technical Working Groups in DepEd ARMM, develop and implement processes to monitor progress of activities and processes for the formal evaluation of activities to assess the potential for scale-up and sustainability;

  6. In collaboration with DepEd and other counterparts, oversee the collection and management of data for M&E purposes to ensure the quality, timeliness and integrity of the data; undertake appropriate analyses, interpret finding and prepare a range of reports for specific purposes;

  7. Provide advice and support to the Deputy Team Leader for the design and implementation of an internal Quality Assurance system to quality assure the technical work undertaken by STA or Consortium partners in respect of quality of processes and outputs;

  8. Provide support to the Strategic Monitoring Team and collaborate in the communication and application of findings and suggestions for program adjustment;

  9. Provide technical support for monitoring and evaluation of activities being implemented under the Responsive Innovation Fund;

  10. Collaborate with the Communications Specialist in the design and implementation of Learning Events and communication of achievements;

  11. Contribute to quarterly and annual progress reports and preparation of communications on program achievements; and

  12. Other duties as may reasonably be required by the Team Leader.

Requirements

The MEaL Manager will possess the following qualifications and experience:

i. Advanced Degree in education, educational evaluation, or a relevant field in the social sciences;
ii. Minimum of 10 years' experience in monitoring, evaluation, or in social science research;
iii. Familiarity with the DFAT M&E requirements;
iv. Strong analytical, qualitative and quantitative monitoring and evaluation skills;
v. Demonstrated experience in evaluation design, management, interpretation and reporting;
vi. Strong, proven writing and reporting skills including expertise in the presentation and interpretation of data to guide improvement;
vii. Ability to work collaboratively with counterparts to achieve outstanding results;
viii. Excellent written and verbal communication, liaison and interpersonal skills;
ix. Fluency in English (written and spoken).
x. Understanding of the education sector in the Philippines is desirable.
