Project Overview and Role

Education Pathways to Peace in Mindanao (Pathways) is a $90 million Government of Australia investment to improve the delivery and quality of education in conflict-affected areas of Mindanao. The nine-year program (six years with possible three-year extension) seeks to address the challenges associated with ensuring effective implementation and sustainability in a conflict-affected area.

Pathways intends to contribute to peace-building by addressing inequity and disparity in participation and performance in basic education. This will be accomplished through facilitating and strengthening effective engagement and collaboration processes and the institutional systems of key stakeholders to support the delivery of quality basic education. The Program will focus on supporting improvements in the participation and performance of learners at the early grade levels (Kindergarten to Grade 3), in teacher education and development, and in the development of context-appropriate curriculum.

Responsibilities

  1. In collaboration with the Deputy Team Leader, further develop and update stakeholder mapping and Stakeholder Engagement Strategy to guide the work plan;2. Provide leadership and technical direction to the Pathways team and to counterparts in DepEd to strengthen the institutional capability of the nominated institutions and key stakeholders groups in a sustainable way, enhancing their capacity to address key systemic and organizational factors which will support effective education delivery and continuous improvement;

  2. Annually, contribute to the Annual Work Plan by

  3. assessing current organizational strengths and barriers to effectiveness, agreeing on priorities and ways of working with each nominated institution/stakeholder group and working with the established Technical Working Groups to prepare the outline for a draft annual work plan,

  4. identifying specific cross-cutting issues on which to focus and the modality for research and data gathering that may be needed,

  5. consulting with the Technical Manager, Team Leader and Consortium partners on the development of detailed activities for the Annual Work Plan including the scope, phasing and duration of technical inputs for each of the five institutions/stakeholder groups,

  6. proposing quantitative and qualitative indicators and appropriate measures and data collection for inclusion in the M &E and Learning Plan including indicators for sustainability,

  7. forecasting the broad scope of activities that should follow in the next six months after the annual plan to ensure alignment with DepEd annual planning and budgeting cycle;4. Quarterly, contribute to progress reporting by

  8. reviewing progress and identifying what works well and may be scaled up or where adjustments are needed in response to changing circumstances,

  9. engaging with and learning from key stakeholders through education forums,

  10. monitoring cross-cutting issues including GESI and peace-building contributions,

  11. supporting the Strategic Monitoring Team as needed;

  12. Guide and support the technical inputs from Consortium partners and local short-term advisers, consistent with the approved Annual Work Plan and the commitment to institutional strengthening and sustainability;

  13. Provide guidance, mentoring and support to institutional partners and identified leaders and change agents in nominated stakeholder groups;

  14. Identify and support capacity development opportunities at all levels (community, LGU, Barangay, Divisional staff, tertiary institutions, DepEd), consistent with the DepEd organisational restructure and the priorities of other partners, through leveraging the contributions of other DFAT programs such as the Awards program (including scholarships, study visits, short course training), BEST, Economic Governance and niche programs supported by DFAT and other development partners in areas such as women?s empowerment, governance and peacebuilding which support education;

  15. Ensure that all institutional strengthening activities are embedded within a holistic Pathways approach for improving the quality of education through an overall learning approach in which evidence is constantly being gathered and analysed and fed back into program improvement; use this information to work with Consortium partners and DepEd to prepare knowledge products and learning events for a range of stakeholders; and

  16. Other duties as may be reasonably required by the Deputy Team Leader.

Requirements

i. Advanced degree in education or relevant discipline;
ii. Minimum of 7 years experience working in the areas of organisational and capacity development in the education sector, including development programs which use evidence to support effective education management processes;
iii. An understanding of the challenges facing both government and Islamic sectors in expanding and improving the quality of education in the Philippines or a similar development context;
iv. Practical understanding of capacity development for personnel at all points of the supply chain and in the operating environment needed to sustain quality teaching in teacher education institutions, DepEd, School Divisions, Supervisors, School Heads, government offices, professional networks, Barangay Captains, CSOs, etc;
v. Ability to work collaboratively with counterparts to achieve outstanding results;
vi. Excellent written and verbal communication, liaison and interpersonal skills; and
vii. Fluent in English (written and oral).
