Project Overview and Role

Education Pathways to Peace in Mindanao (Pathways) is a $90 million Government of Australia investment to improve the delivery and quality of education in conflict-affected areas of Mindanao. The nine-year program (six years with possible three-year extension) seeks to address the challenges associated with ensuring effective implementation and sustainability in a conflict-affected area.

Pathways intends to contribute to peace-building by addressing inequity and disparity in participation and performance in basic education. This will be accomplished through facilitating and strengthening effective engagement and collaboration processes and the institutional systems of key stakeholders to support the delivery of quality basic education. The Program will focus on supporting improvements in the participation and performance of learners at the early grade levels (Kindergarten to Grade 3), in teacher education and development, and in the development of context-appropriate curriculum.


Purpose of the Position:** The Human Resources Manager is responsible for the recruitment, onboarding, training, and career development of Pathways project personnel.

Duties: Under the direction of the Program Manager, the Human Resources Manager will:

  1. Develop and refine recruitment, hiring, onboarding and training procedures in compliance with local legislation and DFAT, Palladium corporate, and Pathways Operations and Finance Manual;
  2. Mentor and support the career development of Pathways project staff;
  3. Work with the Child Protection Specialist to ensure compliance of all project staff and subcontractors with DFAT, Palladium corporate and Pathways-specific child protection policies;
  4. Ensure that the procedures, tools, templates, and business processes developed are continuously maintained and systematically implemented;
  5. Assist with the development of training materials for Work Place Health and Safety, Whistleblower, Due Diligence, Child Protection, Fraud and Anti-Corruption and Code of Conduct;
  6. Once training material is developed, deliver training to Pathways staff, subcontractors, grantees, government partners at all levels, school partners and other stakeholders as appropriate, and ensure the proper documentation of training attendance;
  7. Ensure all project personnel files are complete and in compliance with the Pathways Operations and Finance Manual;
  8. In consultation with the Program Manager, support the investigation and reporting of any allegations of fraud, corruption, and other grievances;
  9. Assist with the procurement of any necessary visas or travel documentation;
  10. Work with Palladium?s implementation partner, OIDCI, to ensure timely processing of wages and benefits in compliance with local legislation;
  11. Provide advice and support to DepEd-ARMM on human resource issues at various levels as required and subject to availability; and,
  12. Other duties as may reasonably be required by the Program Manager consistent with the incumbent?s qualifications and experience.


Qualifications and Experience: The Human Resource Manager will possess the following qualifications and experience:
I. Bachelor degree in human/social services or a relevant subject. An advanced degree is preferred;
II. A minimum of 5 years of professional experience in a Human Resource Management role;
III. In-depth understanding of Philippines labour law;
IV. Experience preparing and delivering training to various levels of stakeholders (e.g. policy, senior management, mid-level management and implementation staff) and various types of stakeholders (e.g. government, NGOs, CSOs and school and community audiences);
V. Excellent written and verbal communication skills in English;
VI. Experience with DFAT or other development agency work; and
VII. A high level of integrity, initiative, adaptability, and ability to perform in a high-pressure environment.
