Purpose of the Position

Under the supervision of the Sr. Admin Assistant, the Transport Assistant will be responsible for managing UNICEF fleets in the Country Office including supervision of drivers. Assign, monitor and maintain office vehicles in support of smooth programme operations for the respective section(s). In this capacity, provides effective and efficient transport services to address the programmatic need for both normal and emergency programmes.

Summary of key functions/accountabilities:

Maintenance and updating of online vehicle booking system. Orient staff and drivers on online booking system. Records and monitors use of all daily transport requests with proper supporting documents. Responsible for prioritizing transportation requests and assigning vehicles for daily routine assignments as well as field trips. Support/train drivers in doing their own Security Clearance and TAs. Monitor and management of shift duty rosters and overtime for drivers.

Request fuel coupon and maintain fuel consumption records of all vehicles including performance and maintenance of vehicles. Provide key performance indicators in case of fuel efficiency, cost of maintenance, EV etc.

Make sure that UNICEF vehicle third-party insurance is up-to-date and renewed in a timely manner, including registration and renewal of bluebooks. Assist in issuance of UNICEF driving permit for UNICEF Staff.

Checking/verifications of invoices for vehicle maintenance, fuel bills and rented vehicles and forward for payment processing. Digitize all vehicle original documents for proper electronic filing system and update regularly. Keep proper record of all vehicles and update the Admin Officer in updating the asset records and recommend vehicles which need to be replaced/disposed for PSB purpose.

Responsible for the regular day-to-day supervision and maintenance of all the vehicles and communication equipment installed in the vehicles. Ensure MOSS Compliant in all the vehicles with installation of all required equipment mandated by UN DSS in Nepal. Ensures that drivers have checked oil, water, battery, brakes, tyre, etc. Supervise minor repairs and arranges for other repairs as and when necessary. Ensures that all the vehicles are kept clean and ready to use at all times.

Coordinates with all the Field Offices for purchase of new vehicle accessories/spare parts and assists in timely servicing. Make sure that all the vehicles are well maintained and in proper running conditions keeping maintenance record including costs. Maintains updated list/status of all vehicles/motor cycles including the ODO KM and all vehicle spare parts. Monitors the use of the spare parts including tyres and batteries and prepares reports as and when needed.

  • Ensures that all safety regulations, security operating procedures and standard HF and VHF communications procedures are followed. Ensures that all mandated security related equipment is present and operational in the vehicles at all times. Ensures that the steps required by rules and regulations are taken in case of involvement in an accident or other incident involving the vehicle and or its passengers. Reminds and requests the drivers to adhere to the 20 driving principles
  • Supervise, support and provide guidance to seven Drivers including one Senior Driver who will work under this position. Determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.

Qualifications of Successful Candidate

  • Completion of Secondary School Education. Additional courses on transport and fleet management, business courses or other relevant disciplines.
  • A minimum of 4 years of experience in office administration including fleet management, transport and travel in INGOs. Experience with the UN or other International Development Organization in similar capacity is an advantage.
  • Fluency in English and Nepali
