CARE is seeking a Monitoring and Evaluation (M&E) Proposal Manager who will play a key role in the development of proposals, primarily to the US Government, as a part of the Competitive Bids Unit (CBU). This role will coordinate CBU M&E proposal support to CARE Country Offices (COs) responding to USG bids, as assigned. Proposal support will include, but is not limited to, developing, reviewing, and/or providing technical assistance on proposal M&E plans and narratives; supporting proposal teams in developing logical frameworks (various formats), establishing targets, and incorporating both CARE global impact indicators and required USG indicators; and developing, coordinating, or participating in assessments as assigned. In addition, the Monitoring and Evaluation Proposal Manager will work closely with the other members of the Competitive Bids Unit and with COs and HQ staff to ensure RFP/RFAs are responsive and consistent with both USG and CARE’s M&E best practices and standards. S/he will work closely with costing and recruitment teams to ensure M&E is properly resourced in proposals. The person in this role will also develop and conduct M&E trainings ; develop and/or institutionalize M&E processes that reflect USG standards and best practices; and develop and/or institutionalize resources, tools, templates, and best practice guides. The M&E Proposal Manager will regularly coordinate with CARE country offices and technical units and will also participate in internal and external working groups, as assigned. S/he will also track and report on the inclusion of CARE’s global indicators in proposals. This person plays a critical role supporting M&E proposal narratives and should possess strong writing skills with attention to detail. Responsibilities: Bid Development and Proposal Support Monitoring and Evaluation Capacity Building and Knowledge Management Track and Report on inclusion of CARE's Global Impact Indicators in proposals Coordinate with CARE M&E Staff Regularly coordinate and engage with other CBU competencies; participate in CBU initiatives as assigned Assist with unplanned, ad-hoc administrative tasks that occur Qualifications: Bachelor's Degree or higher in development studies, or field that emphasizes critical writing, reading and thinking skills. 5 to 7 years of experience in program design and proposal development (in at least a part-time capacity) Minimum of 3 years of dedicated M&E experience Strong familiarity with USAID M&E requirements, as well as with other USG donors Excellent writing and editing skills with special emphasis on clear, persuasive language  Knowledge of US government proposal requirements including familiarity with 2 CFR 200, FAR, AIDAR and ADS Ability to work under tight deadlines and comfortable with fast-paced, deadline-driven tasks and assignments Comfortable working independently and pro-actively solving problems and seeking solutions Proven success in designing and implementing M&E plans Experience developing M&E sections of proposals Demonstrated skills in quantitative and qualitative data analysis and management Experience in program design, implementation, and evaluation Demonstrated skills in qualitative and quantitative research methods
