Exciting new position for an experienced Lebanese humanitarian lawyer to join the International Humanitarian Law Resource Desk for Syria at Diakonia in Lebanon. Diakonia has over ten years’ experience running an International Humanitarian Law Resource Centre in Jerusalem and is now expanding its work to the global level.

Under the supervision of the Senior Legal Expert/IHL Resource Desk Manager, the Legal Advisor will be responsible for providing legal advice, writing legal reports and briefing papers, and building capacity of strategic partners in international humanitarian law (IHL). This job will include regional travel and the opportunity to engage with IHL specialists locally and globally, as well as work alongside IHL colleagues in the other Diakonia programs.

Main Responsibilities and Tasks

· Provide legal advice to external contacts regarding issues of IHL, international human rights law and public international law in general.

· Write legal reports, analytical notes, and briefing papers.

· Monitor and analyse relevant developments in the region.

· Develop and conduct IHL capacity building activities, including training programmes, legal briefs and presentations.

· Liaise and cooperate with strategic partners.

· Contribute to integrating and mainstreaming gender into IHL Resource Desk products and activities.

· Undertake field missions.

· Assist IHL Resource Desk Manager in other tasks, where required.

Core qualifications required:

· Advanced law degree; specialisation in international humanitarian law and/or human rights law would be an asset.

· Expertise in international humanitarian law and/or human rights law; knowledge of international criminal law would be an asset.

· Three to five years of experience in international law field.

· Experience in conducting legal analysis of complex situations.

· Comprehensive knowledge of the Syria Crisis.

· Experience in organizing and managing legal trainings would be an asset.


· Excellent legal research and writing skills.

· Outstanding communication and presentation skills.

· Ability to develop and maintain strong partnerships.

· Team player.

· Strong commitment to humanitarian principles and the rule of law.

· Proficiency in English and Arabic.

Desirable qualifications:

· Knowledge of Islamic Law.

· Experience in conducting gender analysis of conflict-affected situations.

· Experience with international advocacy.

· Experience of working in crisis/post-crisis countries.

· Knowledge of relevant European Union institutions and bodies.

Terms of employment

Full time position (37.5 hours per week) with fixed term contract - until 31 May 2020 (subject to a three-month probationary period) with the possibility of extension. Lebanese nationality required.
