Country Office Background

Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and resulting refugee influx. NRC Jordan currently employs over 500 national staff in Jordan is now one of the largest INGOs in the country. In 2016 the Country Office continues to focus on provision of protection, assistance and access to essential services for vulnerable Syrian refugees in formal camps and host communities. NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement and. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreaming across all programming.

Our Ideal Candidate:

We are seeking a candidate who has minimum 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, specifically including Grants Management capacity, with a university degree in a relevant field. Our ideal candidate will have good knowledge of humanitarian guidelines and procedures coupled with documented skills in formulation of project proposals and reports. He/she will have excellent interpersonal communications skills, as well as the ability to pay particular attention to detail and demonstrate strong organisation skills.

Fluency in English, both written and verbal, is required. Knowledge of the context in Jordan/ the Middle East and Arabic language are an advantage.

Position Description:

The purpose of the Grants Manager position is to provide essential grant management support to the Head of Programme in delivering quality programmes in line with the NRC Country Strategy, PCM and Plan of Action.

Specific responsibilities related to this position include:

· Lead the process for developing Concept Notes, Proposals and Reports in collaboration with CC Specialists and PMs.

· Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations.

· Provide an internal help-desk on donor rules and regulations.

· Build grant management capacity of field staff by facilitating training, and providing one on one follow up support, on report writing, proposal development, donor rules and regulations, PCM and other topics.

· Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal NRC documentation and other Grant Unit tools.

· Support the use of the NRC PCM framework.

· Lead on development of tools for efficient internal grants management systems, such as tools to benchmark quality of proposals and reports, generic concept notes to be used for proposal development or donor meetings, and internal grants tracking systems.

· Oversee the maintenance of efficient relationships with relevant government counterparts, and development of internal policies and procedures with regards to GoJ relations and representation.

· Responsible for ensuring a timely Government approval of projects
