The Near East Foundation (NEF) is seeking qualified applicants for Chief of Party (COP) of a USAID-funded livelihoods program in Southern Syria. For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s programs are organized around three core themes: Peacebuilding through Economic Cooperation, Sustainable Agriculture and Natural Resources Management, and Microenterprise Development.

Position Description:

Based in Amman, Jordan, the COP will oversee a livelihoods program in southern Syria to strengthen market access and functionality; agricultural production; livelihood opportunities in the fruit and vegetable value chains; natural resource management; and learning and data collection. The CoP will lead a team of technical and project management specialists operating in southern Syria and Amman.

Responsibilities:

· Provide overall team management, technical direction, administrative coordination, operations oversight, and client relations

· Facilitate collaborate with NEF field offices, partner organizations, and other project stakeholders.

· Work closely with the NEF program development team and other NEF teams to ensure a smooth and rapid start-up of the livelihoods program.

Qualifications:

· Master’s degree in international affairs, social science, or a related field.

· At least 10 years of progressively responsible experience in the humanitarian, development, or transition field.

· Must have at least five years of experience managing teams and at least three years of experience working in conflict zones and cross-border.

· Previous experience managing expatriate and local staff in conflict zones and remotely.

· Previous experience implementing U.S. Government programs.

· Excellent oral and written communication skills, analytic skills, interpersonal skills, team management skills.

· Proficiency in English both written and spoken.

· Proficiency in Arabic (Levantine dialect and MSA) is desirable.

· Previous experience on programs implemented in Syria is desirable.

· Previous experience managing sub-contracts or sub-agreements is highly desirable.
