Background

BAHAR Organization (BO) is an independent humanitarian, non-government and non-profit organisation providing health care, relief and development programs. Since the beginning of the Syrian crisis, 2012, BRO is dedicated to address the needs of the affected communities with the available resources and tools to maintain a sustainable and well-established humanitarian channel to reach the vulnerable communities and displaced individual in attempt to provide the basic needs and life-saving assistance.

Overview of Position

The office project officer is responsible for monitoring project schedules and budgets, preparing progress reports, and liaising with key stakeholders. He/She will be inextricably tied to the success of the project he/she works on. Driving everything forward from planning to implementation, his/her actions will directly influence the project's efficiency. The office project officer based in Erbil is expected to provide technical inputs in projects focusing on livelihoods.

Reports to: Program coordinator

Main Responsibilities:

Project Management

  • Oversee the overall implementation of the designated project/s in accordance with the project proposals ensuring objectives are met within the required time frame and budget.

  • Follow up with M&E department to ensure that regular monitoring and evaluation assessments against project objectives are conducted.

  • Support the Grants Department and Projects Coordinators in the development and production of new concepts and proposals.

  • Ensure complete and timely reporting of activities to donors and line managers.

  • Regular follow up with M&E department and field offices to ensure needs assessments are conducted to select beneficiaries for programming, with the development of an assessment tool, training of field staff, and analysis of results and selection of beneficiaries.

Representation

  • Develop and maintain relationships with designated project donors/partners and represent BO at relevant meetings with each project donor/partner. Additionally, attend technical working groups, workshops, trainings etc. relevant to the designated project/s.

Financial Management

  • Regularly monitor project expenditure of all project activities and liaise with the office finance department to ensure full financial awareness of budget to date.

Staff Management

  • Ensure all personnel related issues for the staff of the designated project are carried out in accordance with BO guidelines.

  • Liaise with Head of Field operations regularly to ensure smooth implementation of activities.

  • Promote the health and security of the staff of the designated project by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices.

Quality Management

  • Provide technical advice to the field project officer

  • Promote the use of operating procedures, ensuring that all standardised formats are used and guidelines are followed.

  • Ensure designated project/s are implemented in line with donor proposals and requirements and in accordance with BO, donor, country and international standards.

  • Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during and after the implementation period.

Adherence

  • Reflect the vision and values of BO with team members, local staff, beneficiaries, and external contacts.

  • Adhere to all HR policies as per HR manual and code of conduct.

  • Ensure full completion of any other work and/or tasks requested by your line manager and/or Department manager.

Knowledge, Skills and Abilities:

  • University or Institute degree in relevant sector.

  • One-year experience minimum in similar position.

  • English language proficiency: very good (reading, writing and speaking).

  • MS Office package proficiency: very good.

  • Demonstrated ability to train and improve capacity building of project volunteers and field project staff.

  • Ability to transfer gained skills to other staff.

  • Ability to work in a multi-cultural and multi-ethnic environment with respect for diversity.

  • Empathy with organizational vision, mission, goals and objectives; commitment to humanitarian principles and actions.

  • Very good written and verbal communication skills.

  • Strong interpersonal skills and ability to work under pressure.

  • Solid organizational skills including attention to detail and multitasking skills.

  • Good leadership, planning and dispute resolution skills.
