Handicap International (HI) started its activities in Iraq in 1991. HI’s strategy in Iraq for 2017 includes 3 main components:

  • Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
  • Emergency response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial and psychological support services, support to local structure, trauma response, inclusion, protection assessments).
  • Mine Action: risk education, victim assistance, survey and clearance of contaminated areas.

The current operations are implemented through direct intervention and through local partners in the Kurdistan region (development projects), in the disputed territories of Iraq (emergency and mine action projects) and in Central Iraq through partners. HI currently has a country coordination office in Erbil, three field offices in Erbil (Mosul Response), Kirkuk and Khanaqin and a support office in Suleymaniah.

The Ninewa response has grew up significantly in 2017, evolving in a very complex and challenging context. Most of the areas of intervention are still unstable and witness daily security incidents. HI works in camps with Mobile teams and in health centers with physical rehabilitation activities, psychosocial and psychological support, inclusion and risk education activities. The mission is currently conducting assessment to conduct future clearance activities. In the coming months, linked to the returns of the IDPs population, HI might decrease its activities in camps to increase the support at community level.


  • Ensure HI external positioning at field level in the respect of HI mandate and values, of local cultural and legal rules
  • Ensure implementation and development of projects in your area, in line with HI global mandate and policies, as well as HI country strategic operational framework
  • Lead HI security policy development and management at field level
  • Plan, validate and follow up the expenses and the budget of the implemented projects using the financial tools set for this purpose in coordination with the Admin team on the base
  • Ensure, with the support of Logistics team, that HI procedures are implemented and respected regarding base & equipment management, procurement & stock management, transport & vehicle management
  • Ensure internal coordination and strict application and respect of the Internal Regulation & HR procedures by your staff
  • Lead the provision of regular reporting on HI activities in your area

The main office is in Erbil but sub office in Mosul, regular movement in Mosul and on the field to be planned (Mosul and Hamdaniyah District). Some opportunities for social life and weekend day-trips in Erbil, Suleymaniyeh and surrounding areas.


  • A Bachelor degree in Political Sciences, International Relations, Security Management. Middle Eastern Studies, Humanitarian Assistance or another relevant subject is a strong asset.
  • At least 5 years of professional experience
  • At least 4 years of professional experience in humanitarian contexts, in the management of emergency aid and/or of mine action programs with INGOs
  • Previous coordination experience (Field, Project, Admin, Log) is mandatory
  • Previous security management experience is mandatory
  • Previous field office management experience is a strong asset
  • Previous experience in Iraq or in another Middle Eastern country is an asset
  • Proven managerial experience
  • Proven representation experience
  • Knowledge of English (oral and written) is mandatory;
  • Effective communication, analytical and problem solving skills
  • Knowledge of Arabic (Levantine dialect, oral and written) is a very strong asset
  • Strong interpersonal and intercultural skills
  • Strong communication skills
  • Ability to work in a multicultural environment and in a multidisciplinary teamwork.
  • Ability to work under high pressure, in a flexible way
  • Ability to work in a tense context with strict security measures

  • Starting date: 04/12/2017
  • Length of the contract: 12 months
  • Contract: salaried contract (from 2750€/month gross depending on experience)
  • Per-diem: 574€/month net
  • Hardship allowance: 250€/month net

  • Paid holiday: 25 days per year
  • R&R: 5 days every 3 months
