Handicap International (HI) started its activities in Iraq in 1991.
HI’s strategy in Iraq for 2017 includes 3 main components:

  • Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation.
  • Emergency response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial and psychological support services, support to local structure, trauma response, inclusion, protection assessments).
  • Mine Action: risk education, victim assistance, survey and clearance of contaminated areas.

The current operations are implemented through direct intervention and through local partners in the Kurdistan region (development projects), in the disputed territories of Iraq (emergency and mine action projects) and in Central Iraq through partners. HI currently has a country coordination office in Erbil, three field offices in Erbil (Mosul Response), Kirkuk and Khanaqin and a support office in Suleymaniah.


Under the direct responsibility and support of the Operations Coordinator, you will be responsible for:

• Support and input into the development and implementation of HI’s global operational strategy for humanitarian, mine action and recovery/development programs in Iraq,
• Lead on the preparation and development of new recovery/development projects (in coordination with the Operations Coordinator)
• Ensuring external representation in relevant sector meetings and working groups, and replace Operations Coordinator when needed in his/her representation duty;
• Provide operational support to HI’s programming in Iraq;
• Provide support to the Project Managers in the implementation and monitoring of projects;
• Maintain regular communication and liaison with base teams and conduct meetings and workshops where relevant
• Management and guidance of the personnel under your responsibility
• Regular monitoring of progress against operational outputs, in close coordination with the Operations Coordinator

  • A Master degree in Political Sciences, International Relations, Middle Eastern Studies, Humanitarian Assistance or another relevant subject
  • At least 5 years of professional experience
  • At least 3 years of professional experience of project management/coordination
  • Previous Development/Recovery programming experience and coordination with local partners
  • Proven managerial experience
  • Proven representation experience
  • Previous coordination experience with INGOs and clusters is a strong asset
  • Previous experience in Iraq or in another Middle Eastern country is a strong asset
  • Previous experience with HI is an asset
  • Strong communication skills
  • Ability to work under high pressure
  • English mandatory (oral and written)
  • Strong writing and reporting skills
  • Arabic would be a strong asset
  • Strong interpersonal and intercultural skills
  • Keen on developing the links and contiguum between relief activities and development projects
  • Ability to work in a tense context with strict security measures


  • Starting date: November 2017
  • Length of the contract: 12 months
  • Contract: salaried contract (from 2750€/month gross depending on experience)
  • Per-diem: 574€/month net
  • Hardship allowance: 250€/month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 3 months
