CARE is seeking a Food Security and Livelihoods (FSL) Coordinator who will be responsible for the overall direction and performance of the FSL program portfolio. The range of duties include playing a critical role in defining the sector’s programs principles, objectives and operational strategies; setting standards for project implementation, monitoring and evaluation; overseeing project planning and budgeting; giving technical assistance to staff (or recruiting and hiring specialists as needed for various projects); ensuring collaboration with counterpart agencies; representing the CO to external organizations. The FSL Coordinator will be responsible for new project development starting with the identification of program initiatives appropriate to both the sector and country strategies, all the way through submission of quality proposals. The FSL Coordinator assures collaboration and synergies among projects within the sector as well as between this sector and Gender & GBV, Health, Nutrition, and Peace-building. The FSL Coordinator is also overseeing the overall project management and technical operations of the SSJR project (Dutch Consortium NGOs Joint Humanitarian Response for South Sudan) to ensure that project tasks are completed and that project objectives are successfully met.The position will be based in Juba, South Sudan, with regular visits to the other project locations. Responsibilities: Program quality and implementation People Management Resource Mobilization & Program Development External Representation and Coordination Qualifications: Bachelor's degree in agronomy, food security, resilience development or equivalent      5 years' experience in the food security sector applied in emergency response operations and/or resilience settings. Minimum 2 years’ experience managing and directly supervising staff. Experience working in conflict settings in insecure environments Operational experience and track record of success at community and field level Knowledge and in particular interest in South Sudan and/or East Africa
