Recognizing the need to create space in BiH for cross-cutting dialogue, reconciliation and building of trust, and given the long-standing expertise and comparative advantage of the United Nations in these areas of work, the BiH Presidency in 2011 requested assistance from the Secretary-General to further advance these efforts in the country. The Presidency identified education and culture as priority areas, with a focus on youth, underscoring that these subjects can act as a springboard to strengthen dialogue, diversity and trust among the country’s citizens and communities and between BiH’s citizens and their leadership. In response to this request, the United Nations Country Team (UNCT) in BiH, represented by UNDP, UNICEF and UNESCO under the leadership of the Resident Coordinator and support from the Resident Coordinator’s Office, developed and implemented a project to promote Dialogue, Coexistence and Diversity in BiH funded by the Peacebuilding Support Office (PBSO)/Peacebuilding Fund (PBF).

Jointly implemented in 2014-2016, the “Dialogue for the Future (DFF)” initiative established a set of peacebuilding standards, networks and tools around the country. The outcomes formed the basis for the BiH Presidency’s request for a subsequent round of DFF work for the country but also for the sub-region. Following the UN Secretary-General’s and PBF’s endorsement, the UNCT initiated the development of a second phase of peacebuilding work which builds upon “DFF 1” and its lessons learned.

Through providing spaces for dialogue and continued interaction between different groups living in BiH at the local and BiH levels the project will support the collective identification of issues that affect all citizens in BiH, and further contribute to enhanced interaction and collaboration between groups. Joint collaboration on common issues would further contribute to a community-based development visioning (specifically taking into consideration BiH’s efforts around the Sustainable Development Goals (SDGs) 2030 Agenda). The project has a major focus on youth, connecting young opinion-makers, future leaders and key stakeholders with their leadership (both at the local and highestlevel) in BiH and across the neighboring countries.

Purpose of the Position

Under the general supervision of the Deputy Representative, the Programme Officer, Joint UN Project Coordinator manages the overall coordination/supervision of the project ‘Promoting Social Cohesion and Diversity in BiH’ by providing professional technical assistance and support for project design, planning and implementation, management and evaluation of project activities, data analysis and progress reporting, in support of achievement of the project and objectives.

The Joint UN Project Coordinator (JPC) will be appointed by the three involved UN Agencies i.e. UNICEF, UNDP and UNESCO in consultation with the UN Resident Coordinator, and will administratively be hosted by UNICEF as the Convening Agency. The JPC will coordinate the overall joint programme implemented by the three agencies, as well as the UNICEF-specific component of the JP. The Joint UN Project Coordinator will report on the status of implementation to, and will receive direction from, the Project Management Board (PMB) consisting of the three Recipient UN Organisations (RUNOs), the Presidency, and the Resident Coordinator’s Office (RCO). In close collaboration with UNDP, UNESCO, UNICEF, the PDU/RCO, and the Presidency, s/he will have two overall functions/responsibilities:

  • To coordinate interventions and activities and lead the effective implementation of the overall project in a complementary and mutually supportive fashion, and report regularly to the Project Management Board (PMB);
  • To lead and manage the project’s Communications Strategy and Outreach component.

Key Expected Results

  • Overall programme coordination, guidance, monitoring and reporting:
  • Provide overall coordination for the successful implementation of the project;
  • Report on implementation progress to, and receive overall guidance and direction from, the Project Management Board and Convening Agent in order to assure the overall direction and integrity of the project, as well as to ensure that the project is well-placed strategically within the UNCT’s overall peace and development programming;
  • Prepare for regular meetings of the Project Management Board, elaborate supporting presentations and materials, etc;
  • Ensure that the project is implemented in full compliance with the Guidance Note on Joint Programmes in collaboration with implementing partners and other stakeholders e.g. UN Agencies, BiH Presidency, local government, CSOs, private sector etc;
  • Maintain strong working relations with relevant institutional and organizational partners (e.g. local authorities, international organizations and donors, civil society, media, other UN bodies, etc);
  • Coordinate the realization of the programme components, with particular focus on the programme outcomes;
  • In cooperation with participating UN Agencies, prepare, and update joint work plans, budgets and reports;
  • Ensure timely submission of the Project Quarterly/Progress/Annual Narrative and Financial Reports and other reports as may be required by the UN, the Project Board or the donor for review and approval;
  • Coordinate activities and liaise closely with UNDP, UNICEF, UNESCO and the RCO to identify and obtain any support and advice required for the management, coordination, planning and implementation of the programme;
  • Monitor the identified programme risks and issues; identify new potential risks, issues and provide strategic implementation advice to the PMB for consideration and decision if required; update the status of project risks and issues by maintaining tracking records;
  • Monitor and analyze the programme environment and progress, using applicable M&E and risk management tools where relevant and advise all agencies on timely readjustments of strategies and corrective actions as necessary;
  • Prepare analytical reviews and systematically capture lessons learned from the project implementation; identify follow-up actions and submit them for consideration to the Project Management Board and RCO;
  • Provide inputs in identification of linkages between related UN and other active projects in B&H, maximizing the efficient and effective use of resources;
  • Ensure gender and human rights mainstreaming within all project activities;
  • Build, motivate and lead a high performing team consisting of programme personnel, expert consultants, service providers, etc;
  • Review on a regular basis details, schedules, deliverables and budget as articulated in the programme document (evidence of progress towards expected outputs, according to schedule, within budget) with the project team;

2. Knowledge Management, Communications and Outreach

  • Develop a project Communications Strategy;
  • Oversee the implementation of the Public Relations (PR) and outreach activities in line with the Communications Strategy to ensure achievement of the project’s goals;
  • Ensure alignment of the project’s communications approach and activities with the “Communicating as One” and respective communication strategies and activities of the three RUNOs i.e. UNDP, UNICEF and UNESCO (in particular those around the SDGs Agenda);
  • Provide innovative and creative options for, as well as suggested adjustments to, the communications and outreach plans and activities, where deemed necessary;
  • Coordinate communications and outreach activities with designated communications focal points whenever necessary;
  • Manage and monitor impact of implementation of high impact communications products (web, electronic and other formats).
  • Support the development of various communications tools (media advisories, press releases, media kits, interviews, various print and online promotional materials, etc.);
  • Coordinate wide dissemination and visibility of programme achievements; participate in national and international fora, making substantive contributions as appropriate;
  • Support continuous learning by the project team and ensure dissemination of information and knowledge management within the team for effective project implementation;
  • Mainstream key results achieved and knowledge acquired through ongoing monitoring and evaluation during the life cycle of the project, and beyond, as well as within the work of other UNCT programming in order to increase peacebuilding impact;
  • Keep record of all project deliverables, documents, files, list of beneficiaries, equipment and materials to national beneficiaries;

Qualifications of Successful Candidate

  • Postgraduate degree in social sciences, management and business administration, or other relevant degree. University degree with at least five additional years of qualifying work experience may be accepted in lieu of the postgraduate degree.
  • At least 5 years of relevant work experience and demonstrated knowledge of peacebuilding/conflict resolution, communications and outreach, as well as programme/project management;
  • Previous strong experience in programming of local, national and regional projects in the areas of social cohesion, peacebuilding, reconciliation/trust-building/dialogue, social inclusion, governance, human rights and/or other development sphere;
  • Sound knowledge and understanding of information technologies, communications and media knowledge;
  • Understanding of the overall political, administrative and institutional context of Bosnia and Herzegovina;
  • Knowledge and practical experience in the area of strategic planning, civil society engagement, communications and outreach, stakeholder cooperation, and project cycle design, management and implementation
  • Previous experience in managing projects with strong communication/PR aspect or experience in managing communications/PR campaigns will be considered an asset;
  • Familiarity with the UN system and previous experience of working for or with the UN is considered an asset.
  • Fluency in English and languages of BiH with excellent drafting and presentation skills is required.
