Jhpiego seeks a Monitoring, Evaluation, and Research Advisor to provide technical leadership, oversight and strategic direction for monitoring and evaluation (M&E) activities for an upcoming Centers for Disease Control (CDC)-funded HIV Testing Services (HTS) project in Zambia. The project aims to ensure that individuals, couples and families (including children) get tested and know their HIV status, and are linked to appropriate clinical services based on their test results. This program will target high-risk, undiagnosed persons including men aged 25-40, adolescent girls and young women (AGYW), partners of people living with HIV (PLHIV), sex workers (SWs), and men who have sex with men (MSM). The project will operate over a five-year period.

The Advisor will provide technical leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The MER Advisor will supervise and manage the M&E team to design and implement HIV Testing Services M&E activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The MER Advisor is responsible for documenting and disseminating project successes and challenges to the CDC. The MER Advisor will also be responsible for designing and conducting operations research. The Advisor will liaise with consortium partners and the Ministry of Health to implement monitoring and evaluation activities.

The position will be based in Lusaka and will report to the Project Director. This position is contingent upon award from the CDC. Zambian nationals are strongly encouraged to apply.

Required Qualifications

Masters degree in public health, demography, statistics, social sciences or related field or equivalent experience

  1. Minimum 8 years of work experience in monitoring and evaluating large, multi-year international health sector development projects (approximately $5M per year)
  2. Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation
  3. Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
  4. M&E experience in HIV prevention care and treatment, with emphasis on high risk and key population
  5. Familiarity with PEPFAR 90-90-90
  6. Familiarity with the Zambian health management information system and other national M&E systems
  7. Experience and understanding of the CDC framework and reporting system
  8. Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, Advanced Excel, DHIS2, or MS Access
  9. Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  10. Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  11. Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
  12. Expertise in research to practice—identifying and adapting best practices to specific project contexts
  13. Excellent skills in facilitation, team building, and coordination
  14. Excellent verbal, written interpersonal and presentation skills in English Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
  15. Proficiency in Microsoft Office
  16. Ability to travel nationally to project sites
