CARE is seeking a Grants and Contracts (G&C) Manager who will be responsible for the administration and management of grants and contracts and policies and procedures to ensure that all CARE Yemen G&C are in compliance with donors requirements. The purpose of this position is to be the link between Finance and Program Departments The Incumbent will also advise SMT and program staff on contractual issues based on contractual documents, procurement regulations, and CARE policy and provide orientation and guidance on funding specific requirements to program staff. This position will also serve as a technical resource to CARE Yemen staff in interpreting donor rules and regulations and act as primary point of contact for contractual issues and will be responsible for providing required expert support.

This position will also be responsible for coordinating CARE Yemen’s input for new Calls for Proposals together with the Humanitarian and Development Program Coordinators and Program Quality Coordinator.

Specific responsibilities include but are not limited to working closely with program staff and other stakeholders in the proposal development process, grant start-up processes and orientations, ensuring good monitoring and reporting (for internal and donor use), setting appropriate communication/coordination systems in place with different stakeholders, facilitation of processes for sub-awards, capacity building for staff and implementing partners, ensuring that proper systems are in place to facilitate smooth and timely submission of internal and donor reporting (both financial and program), close out requirements and ensuring accountability is an integral part of the operation. This position supervises the maintenance of project grant and sub-grant files.

This position reports to ACD - PQ and has a technical reporting line to the CO Finance Controller.

Responsibilities:

  • Contract Management
  • Support Program team with G&C program and financial processes including proposal development stage, monitoring, reporting and close-out
  • ## Improve financial management of non-finance managers
  • Perform other duties as assigned

Qualifications:

  • Bachelor degree in Business Administration, Finance, Accounting, or related field or the equivalent combination of education and experience
  • Minimum of 5-7 years’ work experience in grants and contracts administration through USG, DFID, EC (DEVCO & ECHO), HPF, and other types of Donor.
  • Advanced understanding of USG, DFID, EC, ECHO, OCHA/CHF, CIDA Regulation and (FAR), 22 CFR 226, 40 CFR, 10 CFR, OMB Circulars A-122 and A-110, and other regulations.
  • Strong analytical skills to successfully perform financial reviews, determination of responsibility and other forms of qualitative analysis. Strong training skills to effectively transfer working knowledge of regulations, policies, and procedures through formal or informal training activities.
  • Excellent communication skills (verbal and written) are critical to this position.
  • Experience in budget preparation, award negotiations, sub-awards management, procurement, performance auditing, and dispute resolution.
  • Excellent organizational skills, ability to work independently and assess priorities in a variety of activities with attention to detail.
  • Advanced knowledge of Excel and Word.
