The Strategic Planning and M&E team in the Division of Communication (DOC) is responsible for the planning and measurement of UNICEF’s global communication and advocacy initiatives, while providing guidance and support for offices globally on integrating communication and advocacy measurement.

How can you make a difference?

The post provides support in the area of strategic planning, monitoring and impact evaluation. It is responsible for supporting the implementation of a monitoring and evaluation (M&E) programme for the Cause Framework campaigns, which has core elements of the new Strategic Plan 2018-2021.

Under the overall direction of the Planning Specialist, the consultant conducts research and apply strategic insights and analytics to monitor and evaluate the impact of UNICEF’s public advocacy and external communication work around the Cause Framework campaigns. This assignment requires regular coordination with all DOC sections – particularly Media, Digital Strategy, and Public Advocacy, as well as with the inter-divisional cause framework campaign teams and with other relevant divisions, country and regional offices.


Process Development

  • Coordinate and work closely with all members of inter-divisional campaign teams and the teams within DOC to obtain necessary details on the planning and implementation of initiatives as well as work with the campaign teams to plan M&E activities/feedback (including, across country offices and NatComs).
  • Develop easy-to-use data collection guidance to country offices and NatComs for metrics and qualitative insights, for use on specified global campaigns and initiatives.
  • Maintain a strong level of expertise in industry-leading PR measurement and analytic approaches

Analysis and Synthesis

  • Coordinate and work closely with all members of campaign teams and teams within DOC to obtain analytical insights (quantitative, qualitative and anecdotal) directly from the specific topic experts for further analysis and integration into reports.
  • Analyze media coverage and digital conversations (both on social media and news online) to evaluate the impact of UNICEF’s global communication and public advocacy initiatives, working closely with various sections to collect in-house metrics for analysis.
  • Develop concise, well-thought out reports and presentations in lay terms that serve to inform UNICEF’s senior managers.


  • Synthesize data and trends research to develop strategic insights to inform the development of cause framework related communication and public advocacy initiatives (including lessons learned).

To qualify as an advocate for every child you will have…

  • University degree in communication, marketing, public affairs, social sciences, international relations or other related discipline
  • Three years’ work experience in a professional capacity in monitoring and evaluation, report writing, communication/ digital media preferably within the UN or similar organization, government or NGO
  • Knowledge of social media and web analytic platforms (e.g. Facebook, Twitter, YouTube, Instagram, etc.) with advanced expertise in Microsoft excel and google forms.
  • Demonstrated ability to collect information, undertake research and present findings related to communications and digital media
  • Demonstrated ability of building good working relationships across working levels
  • Communicates effectively in writing and verbally to varied audiences
  • Sets high level of quality and productivity for self with clearly defined objectives and plans activities.
  • Seeks and quickly absorbs new information and techniques
  • Demonstrates good skills and relevant knowledge in own area
  • Demonstrates an awareness of changes in organizational strategy that impact on own work area
  • Able to work effectively in a multi-cultural environment
  • Developing country work experience and/or familiarity with UNICEF's programmes is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
