The Programme Development and Grants Manager (PDGM) is responsible for the coordination and development of proposals for DRC’s programmes in Turkey.

The PDGM will ensure grant management through the project management cycle, including ensuring timely and good quality reports are submitted to donors and grants management databases and tools are kept updated. The PDGM will ensure and provide guidance on compliance with DRC’s and donor’s rules, regulations, and guidelines.

Who are we?

Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities.

About the job

Under supervision of the head of programnmes, the PDGM is responsible for the entire grant management cycle and for all proposal development processes in DRC Turkey. He/ she is responsible for establishing grant management systems with DRC Turkey’s implementing partners (subgrantees) in coordination with the Partnership Development Manager and finance department.

Duties and Responsibilities

Proposal development:

  • Lead proposal development processes; coordinate, collect, draft, and/or edit contributions and compile inputs from programme staff, technical advisors, HQ and/ or the regional office, and partners (if relevant) in line with the proposal development plan
  • Collaborate with partnership development manager in proposal writing processes including local implementing partners as sub-grantees

Grants management:

  • Organise and lead grants meeting according to DRC MENA grants meeting guidelines
  • Review BFUs, consolidated spending, implementation, procurement, and staffing plans for each projects and flag up discrepancies to the teams and HoP at monthly grants meetings
  • Provide guidance on and ensure compliance with donor and DRC rules, regulations, and guidelines and raise issues affecting external/ internal compliance
  • Ensure quality information management related to grants (including managing the DRC Grants Management System (GMS) and in-country documentation and trackers)
  • Ensure quality and timely submission of donor narrative and financial reports
  • Lead application process and ensure compliance regarding (no-)cost extensions, amendments, top ups, reallocations
  • Liaise with external key donors relating to specific grant programmatic issues
  • Maintain and update the donor database to identify new donors and funding opportunities in line with the strategic priorities of DRC Turkey and MENA

Grant management support to local implementing partners (subgrantees):

  • Provide technical support, guidance, and tools to implementing partners at proposal development process
  • Support in the partnership capacity assessment to local implementing partners and collaborate with the partnership development manager in designing capacity building plans including grants management support

Capacity development:

  • Provide technical guidance and deliver trainings on DRC and donor guidelines and proposal development and reporting to field offices.

Fundraising and donor liaison:

  • Support the development of DRC Turkey fundraising strategies
  • Support fundraising efforts in coordination with the country director and HoP, including undertaking donor mapping and providing briefings to in-country donor representatives
  • Liaise with donor representatives and coordinate donor visits to programme sites, in support to the CD and the HoP

About you

To be successful in this role you must have:

  • At least three years of professional experience in proposal, project, or programme development, reporting, or grants management a INGO
  • Excellent knowledge of donor rules, regulations, and procedures including but not limited to US and European donors, EU funding mechanisms, and UN agencies.
  • Proven experience in successfully applying for institutional donor funding
  • Previous proven experience in programmes implemented through local partners or in remote management
  • Proven experience in capacity building and training of national staff and local partners
  • Ability to design, develop and implement processes
  • Excellent computer skills, including Microsoft office.
  • Comfortable in a multi-cultural environment, flexible, and able to handle pressure well.
  • Previous experience with an I/NGO in Turkey would be a plus
  • Excellent written and fluent oral English

We offer

DRC will offer the successful applicants, a twelve months contract, and renewable dependent on both funding and performance. You must be available to start work as soon as possible.
