Location: Istanbul (with frequent travel to program locations around the country)


The Proposal Writer role is to support the Country Office and Awards and PDQ Directors in the development of country-level proposals, concept notes. The role will ensure that programs are developed using an integrated, cross-sectoral approach, and reflect the level of the CO capacity to deliver.

Additionally, the post holder works closely with the Turkey and Cross Border Program Implementation Teams to maintain an overview of country level funding. This role will lead on the development of proposals to Save the Children Members and donors.

The Proposal Writer is also expected to work closely with the Country Office Awards Management Team to ensure that proposals and projects are developed in compliance with donor requirements. The role will have frequent contact with SC Members, helping the CO secure internal funds and leading on liaison between members and COs for funding applications. Alongside this the role will be facilitating team decision-making for proposals; in collaboration with the Award Management team, maintaining proposal/ concept note calendars and tracking all required inputs.

The Proposal Writer is expected to mentor and/or capacity build existing country programs staff on proposal development.

KEY AREAS OF ACCOUNTABILITY:**Identification of donor opportunities**

· Pro-actively seek donor intelligence on prospective new funding opportunities or partnerships

· Disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors

· Ensure key contacts, required formats and donor strategies are kept up-to-date at the country office level

· Provide regular analysis on donor satisfaction and updates regarding donor interest / strategic direction changes to line manager and SMT.

· Ensure funding and opportunity tracker is current with clear analysis on growth targets and programmatic alignments.

Facilitate donor engagement

· Cultivate excellent working relationships with donor agencies at regional and country level, as indicated by the line manager

· Cultivate excellent working relationships with SC members at head office and regional level, and ensure consistent updates and feedback opportunities

· Represent the Turkey office in relevant donor forum, workshops and conferences where new business development opportunities can be formulated, as indicated by the line manager

· Develop program and donor briefs; propositional concept notes and essential donor fact sheets.

Lead proposal development

· Set and track proposal development timelines, and ensure coordination amongst teams (Program Development and Quality, Programme Operations, Finance, Human Resource, Security, Awards and external stakeholders where relevant)

· Provide direct input, guidance and support to proposal development teams for high-value or complex proposals or bids

· Finalize, package and submit proposals to donors on time according to donor specifications and deadlines and Save the Children quality standards

· Represent Save the Children (along with technical experts) in consortium meetings regarding proposal development

· Carry out field visits, meetings and workshops necessary to develop and finalize proposals

Ensure good practice in terms of due diligence

· Work with the Awards Management team to maintain proper records and filing of final submissions and approved proposals

· Ensure that gender equality markers, child safeguarding checks; Monitoring, Evaluation, Accountability and learning (MEAL) frameworks and other key cross cutting program elements have been taken into account for all proposals.

· Ensure all proposal and concept note submissions to donors are reviewed and approved by the SMT personnel in country as appropriate before submission to the donor.

Develop concept notes and proposals

· Lead on the development of concept notes and funding proposals; including log frames, budgets and procurement plans

· Gather information from technical advisors and other relevant team members, assessment teams and sitreps and other relevant sources necessary for drafting proposals and budgets

· Facilitate project design sessions and proposal team meetings

· Consult relevant technical advisors on specific programme interventions and proactively advise for development of new initiatives

· Ensure information sharing between technical and operation teams (finance, logistics, field teams).

· Provide skilled editorial assistance: edit and proofread drafts of proposals, including making editorial recommendations.

· Finalize, package and submit proposals to donors on time according to donor specifications and deadlines and Save the Children quality standards.

· Mentor and/capacity build existing country programme staff on proposal development.


  • Degree on relevant subject or equivalent field experience
  • 3 to 5 years’ substantial experience working with a humanitarian/ development organisation
  • Experience in leading development of large-scale or strategic proposals, including the development of project budgets greater than $1 million.
  • Previous experience of project management and project cycle management, including project design, implementation and evaluation
  • Demonstrable competence in proposal and report writing, including experience of financial planning and budget expenditure monitoring
  • Good understanding of donor compliance and Save the Children reporting mechanisms and requirements
  • Demonstrated experience of participating in multi-sector needs assessments
  • Demonstrated monitoring and evaluation skills
  • Proven capacity to deliver training and coach staff
  • Strong representational skills
  • Ability to work calmly under pressure in a rapidly changing context
  • Ability to be adaptable and flexible
  • Ability and willingness to travel regularly into the field
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Excellent interpersonal, communication and presentation skills
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Fluency in English, both verbal and written, required.
