Background Information

UNFPA’s contribution to the global HIV response is shaped by its mandate to accelerate progress towards universal access to sexual and reproductive health, including family planning and safe motherhood, as well as advancing the right and opportunities of young people. While the ICPD Programme of Action and the UNFPA Strategic Plan provide the overall foundation for UNFPA’s HIV work, the roles and responsibilities as a Co-sponsor of UNAIDS provide additional structure and significant detail on focus, roles, responsibilities, and accountabilities of UNFPA in the area of HIV.

The Programme Specialist contributes to the co-ordination and management of quality, timely and integrated technical and programme support to Country Offices in the area of HIV/AIDS, ensuring that country and regional programme (s) are implemented in the contexts of: the ICPD Programme of Action and UNFPA Strategic Plan as well as national development processes, frameworks and UN reform. The Programme Specialist ensures that programme support and capacity development needs are met and technical assistance is delivered and managed effectively through appropriate modalities.

Key results expected of the Programme Specialist include:

  • Effective co-ordination and delivery of country and regional level programme support;
  • Programme assessment and support to Common Country programming processes;
  • Assistance in advocacy and positioning of ICPD in policy dialogue;
  • Harmonization and management of quality, timely, and integrated technical and programme support to Regional and Country Offices around combination HIV prevention;
  • Mainstreaming HIV related issues into design and implementation of humanitarian preparedness and response in the region; and\
  • Support to resource mobilization efforts by country –offices and at the regional level.

The primary activities of the Programme Specialist are:

  • Support to HIV specific/related Policy and Programme Development and Implementation;
  • Capacity Development of regional/national implementing partners in the areas of HIV and relevant related programmes;
  • Knowledge Management; and
  • Programme Management Support

Organizational Setting

The Programme Specialist, HIV/AIDS post is located in the Regional Office for Eastern Europe and Central Asia, and reports directly to the Deputy Regional Director who provides overall programme leadership. S/he collaborates closely and receives inputs from the Programme Advisers on the overall programme strategy and ensures HIV issues and priorities are mainstreamed within the countries’ and regional programme interventions.

S/he is part of an inter-disciplinary team, ensuring that HIV prevention is integrated into SRH, youth programming, gender-transformative programming, and population dynamics, and other related issues with the focus on key populations, including humanitarian preparedness and response.

Main Tasks & Responsibilities

A. Support to Policy and Programme Development and Implementation

  • Ensures reflection and complementarity of UNFPA corporate and regional strategies as well as national development plans in Country programmes and annual work plans;
  • Contribute to the development and implementation of the regional programme and act as a focal point for HIV related components of the regional programme;
  • Contribute to the development and implementation of the EECA regional UBRAF annual workplan;
  • Assist in co-ordination of the planning and delivery of integrated HIV programme and technical support and advice to Country Offices in the programming process, including advice and assistance on common programming processes including the CCA/UNDAF, SDGs/MAPs, CP and other national development frameworks;
  • Assist COs in identifying co-financing opportunities; liaise with donors at the regional level; liaise with Resource Mobilization Adviser on the issues of resource mobilization and donor reporting, review and comment as necessary on co-financing Agreements, proposals and reports to ensure quality and compliance with UNFPA procedures and donor requirements;
  • In coordination with the M&E adviser in the RO, support the COs in the development and implementation of results-based indicators, monitoring and evaluation plans and of necessary follow-up;
  • Review key programme related documents (e.g. COAR, UBRAF and evaluation reports, Annual reports of UNRCs, etc.) to keep abreast of country situation and progress, to identify areas for support and advise RO management of issues, opportunities, and/or required interventions;
  • Monitor and provide oversight to the development of key programme or management related documents from the COs (e.g. SIS, and evaluation reports, Annual reports of UNRCs, etc.) to keep abreast of country situation and progress, to identify areas for support by RO and to advise Regional management of issues, opportunities, and/or required interventions;
  • Support the COs in the implementation of UN reform and in positioning of the UNAIDS and ICPD and SDG Agenda, including in crisis and post crisis situations;
  • Prepare briefings for the RO Director and Deputy Director and provide updates to the International Operations Manager, on country specific and regional issues within the area of thematic responsibility;
  • Supports the positioning of UNFPA”s work on HIV with sister agencies and key actors at regional level, including the Global Fund and civil society organizations;
  • Participate in field missions related to planning, monitoring, and evaluation assistance to country programmes and regional programme initiatives;
  • Participate, along with the other technical and programme team members of the Regional Office, and sub-regional office as relevant, in the development of strategic frameworks of assistance/project support to those countries without Country Programmes and/or without UNFPA representation;
  • Work closely with assigned COs and Humanitarian Response Branch on HIV prevention in humanitarian settings, ensuring effective delivery of humanitarian assistance and the linkages with other related areas (including recovery programmes, peace building, human rights, human security etc.) by providing inputs to Inter-agency Country Consolidated Appeals, assisting in mobilizing necessary funds; and
  • Assist in policy dialogue within the region/sub-region to further the advancement of UNAIDS Strategy and the ICPD through sub-regional policies and programming framework.

B. Capacity development

  • Ensures an open exchange of state-of-the-art programmatic innovations in partnership with RO and CO Programme/Technical Specialists;
  • Contribute to CO identification and assessment of technical and programme capacity needs in the area of HIV and related fields, and identify sources of knowledge to meet those needs;
  • Identify capacity building needs of the Country Offices and follow-up through organization of capacity building activities with country office staff, national counterparts, and civil society partners;
  • Assist in networks and partnership building in the region to support a more integrated, multi-disciplinary response to HIV;
  • Coordinate with other UN agencies, the provision of technical and programme assistance in the region, policy dialogue, and capacity development initiatives; and
  • Coach and supervise junior professional staff and guide country office staff, such as NPOs and Assistant Representatives, participate in working groups and task teams.

C. Knowledge Management

  • Ensures an open exchange of good practices/lessons learned between HQ, COs in partnership with RO and CO Programme/Technical Specialists;
  • Support and assist the COs to identify opportunities or lessons learned/good practices in the region;
  • Consolidate CO documentation on lessons learned/good practices in HIV and related programming in the region and ensure that these are incorporated into the UNFPA knowledge sharing system;
  • Liaise with the Techinical Division & Programme Division to ensure that state-of-the-art, global technical and programming knowledge and lessons learned/good practices are available for use in countries to improve the effectiveness of UNFPA programmes;
  • Support scanning of the regional environment and its implications on UNFPA in the region with particular emphasis on HIV epidemics;
  • knowledge sharing and providing support to the Country Offices in developing programme interventions in the area of expertise; liaise with other UNFPA structures for ensuring knowledge transfer across the regions on HIV programmatic area of focus or on matters related to the region under his/her responsibilities; and
  • Support knowledge management and be accountable for liaising with Knowledge Management/Sharing staff in the HQ Programme Division.

D. Programme Management Support:

  • Monitor the programme cycle and implementation of regional programme components on HIV/AIDS; provide guidance and support to Country Offices operations upon specific request of the Representatives and Country Directors in the areas of advocacy, resource allocation, resource mobilization, capacity building, administrative matters and operational aspects of program management;
  • Monitor financial implementation of the regional programme components on HIV/AIDS, provide inputs on the resource distribution, identify opportunities for resource mobilization and bring areas of concern to the attention of management; and
  • Manage the HIV Team of staff in COs co-funded by RIAP/UBRAF.

Carry out any other duties as may be required by the Office of the Regional Director or by the Regional Deputy Director.

Qualifications and Experience

Education: Advanced university degree in public health, medicine, demography, gender, economics, health education, international relations, international development, social sciences or other related field;

Knowledge and Experience:

  • 7 years of relevant increasingly responsible professional experience in relevant areas to HIV prevention, of which three years at the international level;
  • Substantive knowledge and practical experience in HIV prevention, population and development, sexual and reproductive health, and gender;
  • Experience in programme and/or technical assistance with the UN System;
  • Strong verbal and written communications in English/or and in the relevant UN working language in the region;
  • Familiarity with management and monitoring tools is desirable;
  • Familiarity with ICT/ERP; and
  • Field experience is strongly desirable.

Languages: Fluency in English is required.
