Emissa activities and projects are implemented under five programs:

  1. Health Program: Primary and secondary healthcare and rehabilitation through clinics, field hospitals, physiotherapy centers.
  2. Relief Program: Emergency Response, NFI, Winterization.
  3. Livelihood Program: Agriculture, Livestock, and sustainable projects.
  4. Education & Community Empowerment: Primary and secondary education, business and life skills training, Risk Education, PSS, Community Awareness, Community Empowerment.
  5. Wash & Shelter Program: Camps preparation and management, Waste management, WASH projects.

Duties and responsibilities:

Under supervision of the Support Director, the Logistics Senior Officer will perform the following duties:

  • Control and oversee overall Logistical activities for Emissa, including: Procurement, Assets Management, Warehouse Management, Supply and Service.
  • Coordinate & supervise on delivery of services inside Syria by the field logistics staff regarding procurement and service requests and requirements, to ensure full compliance with the donor’s and Emissa internal procedures and ensure best value of money.
  • Plan procurement actions, analyze procurement requests and contracting issues, and identify optimal courses of action.
  • Identify service providers, monitor and evaluate vendors against performance, reliability, quality, price, delivery of equipment in respect of organizations’ best interests and donor mandates.
  • Liaise with local authorities and clearance agents on the ground for clearances of the arrived goods.
  • Liaising and negotiating with agencies and suppliers.
  • Liaise with other counterparts concerning transport and delivery of goods to the field offices.
  • Monitoring the quality, quantity, cost and efficiency of the movement and storage of goods.
  • Coordinating and controlling the order cycle and associated information systems.
  • Creating database and maintaining information about the suppliers, vendors and the purchased and stocked items.
  • Analyzing data to monitor performance and plan improvements and demand.
  • Analyzing logistical problems and producing new solutions.
  • Coordinate with programs department and finance department effectively.
  • Contribute to the organization’s overall budget and the projects budgets by providing and updating forecasts for all logistical costs.
  • Calculate cost-breakdown by unit, cost or volume apportionment.
  • Reporting tasks and issues to management as needed
  • Attend Logistics/Procurement related meetings as required.
  • Supervise the work of all logistics staff.
  • Collect information and prepare answers to enquires raised by the donors and Emissa management concerning the logistics and procurement operations.
  • Work with the HR department to build capacity of the field logistics staff.
  • Provides general support and liaison with other departments. (Common in all descriptions).
  • Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, religion, color, sex or creed.
  • Contribute to a positive working environment by being accessible and available to team members and to representing their professional and personal concerns to the Board of Directors.

Outputs:

  • Delivery of the donor’s support of the program’s projects and activities to local beneficiaries on time and within budget.
  • Maintenance of highly positive relationships between the organization and the Syrian stakeholders to the program and the funding partners

Education:

  • Bachelor or equivalent degree in business administration, finance, public administration, community development, statistics, IT, Information Management, social or development related studies.
  • MBA is a plus.

Knowledge and Experience:

Applicants should have the following qualifications:

  • At least 5 years of professional experience in relevant fields.
  • At least 3 years of experience in logistics and procurement operations.
  • At least 1 years of experience in humanitarian work.
  • Very good knowledge of accounting principals and budgets design.
  • Demonstrated capability in developing procurement plans.
  • Very good knowledge of logistics and procurement standard procedures.
  • Strong oral and written communication skills.
  • Excellent command of Microsoft Office Applications, particularly Excel.
  • Fluent in English and Arabic languages.

Personality:

  • Strong believer in human rights and values of justice.
  • High ability to work with grassroots groups.
  • Has ability to work under pressure.
  • Details oriented. Proactive with good communication skills.

Travel:

  • Travel to Lebanon on quarterly basis.
