Programme Manager - DCA HMA - Iraq/Syria Humanitarian Programme

DanChurchAid (DCA) is looking for a competent and experienced Programme Manager with diplomatic and strategic skills for our Iraq/Syria Programme, operating from Erbil, Northern Iraq. As the Iraq/Syria Programme Manager, you will be the most senior DCA staff in country heading our efforts to secure a safer environment for the local population in one of the most conflict-affected areas in the world.

DCA has a well established programme in Syria addressing the plight of the Syrian civilian population through cash/NFI distribution, Risk Education and community based psychosocial support. Clearance activities have previously been implemented, but are on hold pending secure access. DCA has been legally registered to work in Kurdistan since May 2017 and is now looking to develop a similar activity set there. While the Syria component is well funded into 2018, the Iraq component will need additional fundraising activities.

As Programme Manager, you will be the overall manager of the DCA Iraq/Syria programme. You will assume responsibility for all activities and elements of the programme, including management of international and national staff, resource mobilisation, communications, finance, administration and procurement/logistics support. You will have a strong team of international staff, consisting of the managers for the Syria programming, Safety and Access, and Finance and Administration in addition to several subject matter experts. You will lead and delegate effectively to the respective international managers and national staff, who will report to you on progress and challenges. The Programme Manager is responsible for ensuring that the different units of the programme coordinate their work, and that regular management and coordination meetings are arranged.

The posting is a non-family duty station and based in Erbil, Iraq.

We are looking for:

  • Documented ability to structure a programme and develop a strategy and maintain overview of activities and resources

  • Proven experience in results based management and leadership

  • The ability to cope in a challenging environment

  • At least 5 years documented experience in managing humanitarian programmes in volatile security situations

  • Strong security management experience

  • Previous experience with Mine Action and or Protection/Humanitarian programming in the region

  • Accountability and integrity

  • Proven proposal and report writing skills

  • The ability to lead and motivate staff in a hardship environment

  • Experience with remote management of staff and/or partners

  • Cultural sensitivity, proven diplomatic skills and the ability to build relations both within and outside DCA

  • Entrepreneurial drive and commitment to getting the job done

  • English at business level
