Context

As part of a long-standing history of cooperation, in 2014 the SRC scaled up its activities in Iraq in support to the emergency capacities and activities of the Iraqi Red Crescent Society (IRCS) in conflict-affected parts of the country. With a focus on the IRCS volunteer network, who are at the core of the IRCS-led humanitarian response, in 2017 the SRC continues supporting the National Society in the areas of non-food relief aid distribution, provision of clean water for communities and displaced families affected by armed conflict in Al-Anbar, Mosul/Ninewah as well as support to IRCS capacities for the strengthening of field monitoring, evaluation, and reporting in emergencies at the national level.

Job Summary

Under the supervision of the Swedish Red Cross Iraq Country Representative and in close collaboration with the advisory teams at Stockholm Headquarters and the Swedish Red Cross MENA Regional Manager, the Volunteer Development Delegate will provide technical assistance to the Iraqi Red Crescent Society (IRCS) in the implementation of its Volunteer Development (VM) program; coaching and supporting the National Society in its efforts to strengthen volunteer development and management.

This position is based in Baghdad; with frequent travel to Iraqi governorates where IRCS Branches are located and depending on security conditions.

Main tasks/responsabilities

  • Provide technical support to the Youth and Volunteer Department for a comprehensive assessment of the IRCS volunteer network.
  • Support the Department in the preparation of a roadmap for the development of VD guidelines and plans for volunteer profiling and strategies to strengthen volunteers’ competencies and skills in cooperation with other IRCS Departments and Branches.
  • Assist the IRCS Youth and Volunteer Department and Branches in the preparation of annual plans for volunteer activities and management.
  • Assist the IRCS Youth and Volunteer Department in the promotion and dissemination of the IRCS volunteer guidelines, related materials and tools across its Branches countrywide.
  • Develop and maintain a pro-active and collaborative approach with the Red Cross and Red Crescent partners working in Iraq to ensure maximization of resources and complementarities with ongoing activities related to VD in a coordinated approach to support IRCS.
  • Monitor and report on the progress of the SRC-supported VD project. Manage the project budget under the guidance of the SRC International Department controller/s.
  • Other tasks assigned by the Country Representative or the MENA Regional Manager in accordance with the operational priorities of the SRC program in Iraq.

Required qualifications

  • University degree in social sciences, development, humanitarian affairs, or international law.
  • The candidate must have at least 5 years of progressive experience working in training/capacity development programs in humanitarian/emergency field operations.
  • Previous experience in building and organizing teams within Red Cross Red Crescent movement and/or NGOs.
  • International driving license (manual gear).
  • Documented experience of security assessment in at least two complex emergencies and/or active conflicts
  • HEAT (Hostile Environment Awareness Training) or equivalent security training
  • Excellent English writing skills. Working knowledge of Arabic.

Desired qualifications

  • Experience in organizational and capacity development, and strategy development/implementation in national/local organizations/institutions
  • Comprehensive understanding of the current political, social and humanitarian situation in the MENA
  • Experience of working for the Red Cross Red Crescent Movement in an international operation/program
  • Documented experience of security management in at least one complex emergency and/or active conflicts
