Programm Coordinator

Duration : 6 months

Conditions :**

Swiss salaried contract 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context: In 2015, 850 000 refugees arrived by sea to the Greek islands and by 1st December 2016 up to an additional 172 000 refugees entered Greece. Following the closure of borders throughout the Balkans (8 March 2016) and the implementation of the EU-Turkey Agreement (20 March), refugees arriving in Greece can’t continue their journey towards Western Europe and more than 60 000 refugees are currently stranded in Greece. In addition more than 2 500 Unaccompanied children have been registered so far. Mid to long term solutions are being currently sought by the Greek government and humanitarian actors to provide sustainable support to these refugees, including shelter, protection services, legal aid and access to basic services.

Terre des hommes (Tdh) has started working in Greece since March 2016, first in Eidomeni, and then around Thessaloniki in emergency reception centers, providing notably NFI and protection/PSS support. Since September, Tdh is also active in Epirus (Ioannina) with protection and education programmes, including psychosocial support, in refugee sites and urban settings. In Thessaloniki, Tdh supports asylum seekers mainly in the urban area, with a strong focus on vulnerable youth through protective apartments, development of life skills and protection services.

Main responsibilities :

Ensure relevancy and quality of the projects implemented by Tdh, ensure cross cutting between the different projects and thematic developed by Tdh in the field

  • Provide methodological and analytical support to Project Managers for launching, implementation and follow up of their projects (for the operational strategy definition and adjustment, targeting of beneficiaries, preparation of project and monitoring tools, detailed planification of activities…);
  • He/ She ensures that programs are properly carried out (targets, monitoring of timetables, respect of activity schedules, budgetary monitoring and contractual reports etc.);
  • Evaluate relevancy and quality of the intervention and propose adjustments when necessary;
  • He/ She alerts the Head of Delegation in case there is a delay associated with a program and suggests changes which could be made (in terms of activities, operation area, budget, schedule by which the program is carried out etc.);
  • When new operations are outlined, he/ she ensures that operational means are well defined in order to allow for the program and its subsequent monitoring to be well carried out;
  • Ensure coordination and a transversal approach amongst the different projects implemented by Tdh in Greece.

Contribute to strategic programming and constant adaptation of the operational strategy regarding the evolutions of humanitarian situation

  • He/ She keeps his/ herself informed of changes in the humanitarian and political context in Greece and more largely in the Balkans and Middle East (Syria crisis);
  • He/ She suggests to his/ her superior to identify needs and participates in the identification of these needs, if necessary;
  • He/ She suggests new operations to the coordination team and is directly involved in the project design with support of the technical coordinators. The documents associated with these new operations should be complete, should respect Tdh’s internal procedures and should follow the format of the Donors and shall be validated by the coordination team before sending to the Headquarters;
  • He/ She participates in the development of the mission by securing close contact with bilateral and multilateral donors/funding agencies, of whom he/she knows the policy (operation strategy, financing policy and modalities, in compliance with the associative project of Tdh).

Participating in the definition of and the revision of operational strategy

  • He/ She monitors changing humanitarian needs in the area which he/she is responsible for and suggests new operations to his/herr superior by ensuring that these sub-scribe properly to Tdh’s mandate and the country strategy;
  • He/ She participates in preparing a mission Strategy. In order to do this, he/she involves local and international teams by encouraging reflection workshops, in which he/she will make recommendations/suggestions to the coordination team;
  • He/ She ensures that the programs’ strategies respect the values of the Foundation.

Ensure external reporting and coordination

  • He/ She ensures the Production of Timely, Accurate and Analytical Reports for Donors;
  • He/ She Understands and disseminates Donors guidelines, especially ECHO;
  • He/ She Liaises regularly with Field Coordinators, Project Managers and technical staff to ensure the production of quality reports across areas and across Donors;
  • He/ She Recruits and trains staff to build up a productive and high performance team in terms of reporting;
  • He/ She Works in close relation with Finance Department to ensure greater coherence between financial and narrative reports, and ensure steady cash inflow based on the timeliness and quality of report submissions;
  • He/ She represents Tdh in different external meetings or visits (sector meetings, inter agencies, partners, donors, authorities…);
  • He/ She organises meetings or workshops with external stakeholders when necessary;
  • He/ She ensures proper flow and analysis of information towards/from external coordination fora related to Tdh sectors of intervention.

Ensure capitalization and internal reporting

  • He/ She establishes a formal coordination system in the field (meetings, reports etc.) and ensures that this coordination system is implemented on each base;
  • He/ She leads and contributes to writing the monthly SitRep;
  • He/ She compiles and analyses project monitoring tools (qualitative and quantitative);
  • He/ She ensures centralizing operational methodologies and tools from the different projects;
  • He/ She animates internal strategic and lessons learned workshops.

Leading, coordinating the monitoring & evaluation / ensuring quality protocol is implemented

  • He/ She supports the Project Managers in the development of regular monitoring tools, including activities follow up tools, indicators follow up table, data bases, etc;
  • He/ She participates to the designs of systematic and realistic assessment plans that capture quantitative and qualitative data to report on all indicators in programs, including: needs assessment, baseline and impact surveys;
  • He/ She coordinates with the M&E Department to ensure that program implementation is in line with the quality protocol;
  • He/ She supports the development of a crosscutting quality culture to all the projects with methodological support.

Ensuring the circulation of information and the representation of Tdh

  • He/ She ensures information is efficiently communicated between the field and the coordination office;
  • At the request of his/her superior, he/she participates in coordination meetings and is an active attendee of these meetings;
  • He/ She coordinates the representation (with his/her teams) of Tdh among partners, donors and different authorities for the area which he/she is responsible for;
  • He/ She represents the Delegation locally amongst donors, NGOs, International Organizations and local authorities and reports representation action to the Head of Delegation in his/her periodical report, communicated ad-hoc when necessary;
  • He/She leads with the Head of Delegation the donor relations;
  • He/ She participates in developing communication tools towards the general audience, through photos, videos, testimonies, press articles, etc. and liaise with the communication department in HQ.

Ensuring the technical monitoring of the delegation

  • He/ She ensures the compliance of technical practices, notably in child protection, with the mandate and operations policy of Tdh by guaranteeing a permanent connection between the different coordinators and technical experts in the Headquarters;
  • He/ She ensures that the strategy of the mission and the programs complies with the technical frameworks of Tdh.

Participating in the supervision of local and international program teams

  • He/ She may be involved in the recruiting of the members of his/her team, and he/she participates in making a decision to end the contract of the members of his/her team;
  • He/She ensures and/or supervises the continued training of the local and an international member of the team (organizational, methodological and potentially technical support), participates in the identification of training needs and recommends training action internally or externally;
  • He/ She creates the operational action plan in the area which he/she is responsible.

Team management

  • Ensure a positive working environment and good team dynamics (solve out potential conflicts), organise and lead coordination meetings amongst his/her department;
  • Evaluate the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to the Head of Delegation;
  • Recruit and/or assist with the recruitment of personal under his/her direct management and provide training and coaching;
  • He/ She ensures each of her team members has a clear understanding of their duties and that action plans are set up. He/She follows on the action plans of her subordinates and provides regular feedback and guidance;
  • Ensure overall compliance with the Tdh HR procedures and those of the country (fairness, transparency);
  • Develop his/her subordinates' self-reliance and encourage collaboration.

Support the development of local partnerships

  • He/ She contributes in identifying potential local implementing partners;
  • He/ She proposes possible relevant partnerships linked to Tdh’s areas of intervention;
  • He/ She leads the assessment process of new potential partners identified and the discussions related to concluding partnership agreements;
  • He/ She supports Tdh’s project teams in the management of the partnerships and relations with implementing partners.

Abuse Prevention Policy – Child Protection Policy (CPP) – Operational Risk Management:

  • Undertake to ensure the best possible implementation of the Child Protection Policy (CPP) and operational risk management in his/her intervention zone and within project teams (in the case of an identified problem, contact the Head of Delegation to report it);
  • Assist in the implementation of resources for promoting awareness and supervision necessary for his/her local colleagues to adhere to the Child Protection Policy (CPP) and operational risk management;
  • Participate in monitoring protection cases, allegations or possible/potential violations of the Child Protection Policy under the supervision of the Head of Delegation;
  • In conjunction with the Head of Delegation, analyse the security situation in his/her area and inform the representative through periodic reports;
  • Contribute to updating the security plan on his/her area(s) of intervention;
  • Check that the members of staff in his area(s) are in fact following safety procedures.

Specificities of the position in Greece:

Profile :

  • Extensive project management experience (management, planning, staff development and training skills) in emergency and/or development programme
  • Excellent knowledge and experience working with ECHO funds
  • Excellent written and spoken English (French is not required)
  • Driving License
  • At least 4 years’ experience in a similar position/high management position in the field
  • Significant knowledge and experience in logistics, admin and finance
  • Significant knowledge of international humanitarian response and development work
  • Advanced IT skills
  • Excellent writing, reporting and communication skills
