Context:

According to latest UNHCR findings[1], 47,558 people on the move are currently stranded in Greece . More than 30% of them are between the ages of 15-25 years old. As of May 2017, there were an estimated 2,080 unaccompanied and separated children (UASC) on the move in Greece, out of which 168 are in shelters in Thessaloniki, and around 100 more are estimated to be around Thessaloniki without proper accommodation and remaining in open sites, safe zones, detention centers and streets or squats, mixed with adult population.

Unaccompanied and separated children and youth on the move in Greece and Europe constitute a highly vulnerable group for which specific, appropriate and holistic support needs to be designed carefully to prevent high risks of exposure to violence, delinquency, smuggling, exploitation and abuse.

Tdh aims to ensure that UASC and youth on the move at risk of/or subjected to abuse, neglect, exploitation, trafficking or sexual exploitation receive appropriate protection assistance, so as to enhance their resilience and overall well-being. Through this action, both components of emergency response (protection, legal aid, basic needs coverage, specialized services) and prevention (training, awareness raising and enrollment opportunities in skill building programs) will be implemented.

Specific attention will be paid for all MHPSS referrals, as discussions with the two mental health units for adolescents in Thessaloniki to better identify gaps, needs and support. As per consultation with UAC national authorities focal points for the modification of this action, and confirmed by all humanitarian actors in Greece, MHPSS for UASC and youth is one of the main challenges. The project aims to identify gaps and needs for children and youth on the move, and to reinforce the understanding of the MHPSS mapping and referral system in northern Greece.

General description of the position:

Under the supervision of the Project Manager, the main purpose of the position is to carry out efficient technical supervision of the mental health and psychosocial support gaps, needs and interventions in Thessaloniki. Being in charge of supervising the psychological care of UASC and youth identified by the program strengthen referral system and analysis of MHPSS gaps and potential referrals and/or partnerships.

The post holder shall be ready to be mobile and to conduct a great art of his/her work. The job location depends on assignment and might change based on project’s evolving needs.

Key responsibilities:

Develop and supervise the implementation of a skill-building intervention strategy for UASC and Youth on the move :

o Under the supervision of the Project Manager and through consultation with targeted communities and other relevant stakeholders, define a MHPSS strategy in accordance with the needs identified, the project strategy and Tdh’s existing tools and guidelines;

o Provide and/or propose training and coaching opportunities for staff in MHPSS approach for adolescents and youth, resilience, identification, prevention and response of SGBV, child trafficking, child sexual abuse and exploitation and/or other topics relevant to the field of expertise and program strategy;

o Contribute to design Standard Operating Procedures and referral pathways for MHPSS referrals and direct interventions;

o Ensure that mental health and psychological problems are identified, registered and cared for in timely and quality manner, though referrals when appropriate;

o Conduct a regular update of MHPSS services and gaps mapping;

o Participate in case conferences when required for complex cases to ensure that children receive the appropriate MHPSS and multi-disciplinary support;

o Design, and support teams to conduct, focus Group discussions with the different age groups/gender to identify and design their action plan and the most relevant activities that would enhance their psychological well-being;

o Provision of specialized supervision and technical assistance for program manager, psychologists, case workers and social facilitators ensuring an adequate MHPSS intervention.

o Participate in the draft of the concept note on alternative care arrangements for UASC, related to MHPSS needs;

o Facilitate community mobilization and ownership for community-based self-help;

o Organize evaluation process of the project activities for lessons learned exercise and reporting purposes.

Child Protection

o Promote, and ensure project activities are on line with, child protection principles ;

o Ensure the project activities are integrated in the Greek child protection system and humanitarian coordination practices and guidelines ;

o Identify and propose trainings for his/her team related to child protection principles and best practices;

o Report serious cases of abuse on children identified by the project team to the management team. Strict confidentiality must be respected.

Reporting and planning

o Ensure internal reporting and participate to donor reporting and other external reporting mechanisms

o Ensure regular communication with the Project Manager about updates, achievements and challenges through meetings, reports and ad hoc communication upon request and needs;

o Feed information to the Protection project manager for reporting;

o Undertake a rapid assessment of the psychological, social and emotional well-being of children, adolescents and young adults and parents in Thessaloniki when and if required;

o Support the Program manager in the implementation and follow up of the monitoring tools of all MHPSS activities and cases

Coordination and representation

o Map and develop contacts and partnerships with MHPSS professionals, humanitarian actors and/or public institutions for a better coordinated MHPSS intervention with children and youth;

o Ensure referral pathways are identified and agreed upon with relevant actors (MHPSS actors on site and out of site) and provide support to field teams in the coordination of referrals and follow up process;

o Coordinate with other Tdh sectors to ensure implementation of standardized activities and with other departments (program and support) of Tdh in Greece as necessary;

o Represent Tdh project in fora and meetings held at location or regional level in her/his field of expertise (MHPSS working group, sites coordination meetings, etc.);

o Develop a network to facilitate the project acceptance and stakeholder’s contribution and ownership.

Other

o Agree to comply with Tdh Code of Conduct and ensures Child Safeguarding standards are upheld ;

o Adhere to and ensure the team under his/her responsibility follows Tdh administrative and logistical regulations and procedures.

Profile Education and experience:

Knowledge:

Professional diploma or university degree in psychology or psychiatry;

At least 2-year experience working in similar position;

Previous experience working with refugees, asylum seekers, migrants is an asset

Previous experience in cross cultural MHPSS project design, creation and/or implementation;

Previous experience with child protection organization is desirable;

Knowledge of international humanitarian response and development work

Previous experience in emergency response is appreciated

Knowledge of key child protection and youth MHPSS issues and best practices;

Knowledge of child protection system in Greece;

Skills:

Good IT skills (Microsoft Office, Internet)

Excellent writing, reporting and communication skills;

Ability to work in an inter cultural environment;

Flexibility;

Responsive, motivated, good communicator;

Ability to work under pressure;

Management skills;

Driving License

Languages:

Fluent in English and Greek; Knowledge of Arabic, Farsi, Urdu or Kurdish is an asset.
