We are currently seeking qualified candidates for the position of the LINKAGES Project Director I for the USAID-funded project, Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President's Emergency Plan for AIDS Relief (PEPFAR) program. LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES accelerates the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV. The key elements of the FHI 360-led team’s strategic and technical approach are:

  • Identifying key populations and locales and comprehensively assessing risk,
  • Diagnosing “leaks” and revealing access barriers within the HIV services cascade,
  • Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
  • Addressing structural barriers and transforming local KP organizations,
  • Ensuring interventions are sustainable over the long term, and
  • Supporting the mainstreaming of human rights, gender and competency and capacity development.

The Project Director I will be responsible for overall technical and programmatic leadership and management support for the project. S/He will contribute to development, management and implementation of organizational systems and sub awards, ensuring they are consistent with LINKAGES, USAID, and FHI 360 standards, policies and priorities.
S/He will oversee the day-to-day operations of LINKAGES Djibouti, including overarching financial, technical and program oversight with the support of the LINKAGES Global team. S/He will help ensure that LINKAGES programming in Djibouti complies with priorities and systems of USAID/Djibouti and FHI 360/global rules and regulations, and that systems to enable local implementing agencies to fully comply with programming, implementation, and reporting. Other responsibilities will include drawing on regional best practices and lessons learned to strengthen comprehensive, integrated HIV prevention, care and support services for key populations. S/He will act as liaison with the Government of Djibouti (GoD) health and HIV institutions, USAID/Djibouti, implementing partners, the private sector and other stakeholders, playing a coordinating role as needed.

The position will be based in Djibouti City, Djibouti. Djibouti nationals and candidates currently based in the region are encouraged to apply. Position Responsibilities

  • Provides leadership, ensures quality and oversees all LINKAGES Djibouti;
  • Manages the LINKAGES Djibouti project and oversees all functions including program, technical, finance, contracts and grants, human resources, and ensures that they are consistent with FHI 360’s policies and procedures, and utilize relevant FHI 360 systems.
  • Conduct and / or participate in the design, capacity building and evaluation for program development and ensure program quality following LINKAGES implementation guide, innovative approaches and FHI 360 standard.
  • Represents LINKAGES Djibouti at USAID and Government of Djibouti, donors, and other partners.
  • Ensures the achievement of high quality results for which LINKAGES Djibouti is responsible under agreement with the donor.
  • Ensures that project resources are utilized in accordance with applicable FHI 360 and USAID policies and procedures and conducts appropriate monitoring of programs to achieve financial, administrative, and programmatic goals.
  • Oversees production of timely and accurate financial and programmatic reports to FHI 360 and USAID as required, including quarterly report, PoART presentations and other ad-hoc reports. Develop and deliver high quality presentations on LINKAGES project.
  • Responsible for development, management, implementation and evaluation of appropriate systems, projects, services, personnel and appropriate budgets for the program, development and evaluation of goals and / or program objectives, proposals, reports, etc. ensuring they are consistent with the strategic plan and priorities of LINKAGES, USAID, and FHI 360.
  • Lead, supervise and mentor LINKAGES Djibouti team including on the job coaching and regular performance reviews as per FHI 360 policy. Embody and bolster a strong culture of performance, team work and quality implementation at all level.
  • Provide partners and all parties involved in the project, technical support for planning, monitoring and evaluation of their programs. Encourage networking with partners to enhance knowledge and information.
  • Liaise with all national and local partners involved in provision of HIV/AIDS services for key populations and all development partners.
  • Coordinate activities for meetings and conferences convened by LINKAGES.
  • Establish a system for documentation and archiving of various publications and reports relating to HIV and AIDS prevention, care and treatment for key populations.
  • Coordinate with LINKAGES Global backstopping unit.

Skills and Experience

  • Knowledge and extensive experience in the design, management and implementation of health programs for key populations, including the prevention and treatment of HIV, family planning, reproductive health, PMTCT, etc.
  • Knowledge of and experience in the design, management and implementation of HIV/AIDS prevention programs for key populations.
  • Sensitivity to cultural differences and understanding of the socio-economic and political context in Djibouti and the ethical issues surrounding HIV infection and key populations.
  • Proven capacity to coordinate program activities and to find solutions when issues arise.
  • Ability to organize systems to monitor administrative as well as project results.
  • Strong skills in oral and written communication and organizational and scheduling skills.
  • Ability to work well with others and to develop and maintain compatibility among project staff, sub partners, consultants etc.
  • Successful experience with staff supervision; ability to empower and manage staff for success.
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Ability to travel regionally and internationally as needed.

  • Bachelor's Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

  • Typically requires a minimum of 8+ years of project management experience.

  • Experience in the region working with key populations

  • Certification in project management preferred.

  • Demonstrated experience in multi-sector project management and implementation.

  • Demonstrated strategic planning, staff development and capacity building experience.

  • Demonstrated talent management, strategic planning, performance management, staff development, and capacity building experience.

  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.

  • Must be able to read, write, and speak fluent English; Fluent in English and French.

  • Experience operating in insecure environments.

  • Experience working in a non-governmental organization (NGO).

Preferred Qualifications

  • Masters level degree in Public Health or related field
  • 10 to 15 years demonstrated experience in managing HIV/AIDS and reproductive health programs with key populations focus, with relevant experience managing development projects.
