Job Title: Chief of Party (COP)

IBTCI is currently seeking a COP for the Monitoring, Evaluation and Coordination Contract (MECC) project in the DRC. The COP is responsible for managing and leading a five-year program providing M&E and learning support to two innovative USAID/DRC initiatives: the cross-cutting Country Development Cooperation Strategy that supports a holistic development approach across multiple technical areas and emphasizes Mission-wide learning, and a comprehensive education program funded by USAID and DFID. This position will be based in Kinshasa

Essential Duties/Tasks and Responsibilities:

  • Primary responsibilities are to provide overall leadership management and general technical direction of the Contract, ensuring an integrated understanding among different components and actors, and a focus on achieving the results defined in the SOW.
  • Manage the entire contract and ensure quality standards and schedules are met.
  • Define and manage overall contract requirements, including staffing and cost and quality control of all tasks and assignments undertaken to achieve this contract's objectives.
  • Serve as primary liaison with the Contracting Officer’s Representative and Contracting Officer.
  • Responsible for all data collection, monitoring and evaluation, report generation and related tasks.
  • Interact professionally with senior Mission staff, implementing partners (IPs), and government officials.
  • As requested, conduct or support events and seminars that promote collaboration and learning between USAID, DFID, IPs and other stakeholders, in addition to events and seminars that publicize major findings and/or disseminate final evaluation reports, as part of USAID/DRC's learning agenda.

Required Knowledge, Skills and Abilities:

  • Demonstrated experience leading teams and/or managing an office with a diverse staff.
  • Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics.
  • Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis.
  • Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.
  • Experience building organizational capacity in monitoring and evaluation and strategic learning preferred.
  • Prior Africa experience preferred, francophone Africa experience desired.

Minimum Requirements:

  • Minimum 10 years of management experience
  • Minimum of 7 years of experience evaluating international development projects;
  • Prior experience working with USAID required.
  • Oral and written fluency in English and French required.


  • Master’s degree in international development, economics, public policy, statistics, political science, health, education or a related field required; PhD preferred.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel required.
