Position Title: National Liaison Officer

Duty Station: Dhaka, Bangladesh

Estimated Starting Date: As soon as possible

Classification: NOA/01 (UN Salary Scale)

Base Salary: 208,340.67

Type of Appointment: One Year Fixed Term

General Functions:

Under the direct supervision of the Resource Management Officer (RMO) and overall supervision of the Chief of Mission (CoM), Bangladesh and close coordination with the relevant units the National Liaison Officer will be responsible for assisting with the smooth and timely implementation of the mission’s programme.

The incumbent will be assigned to inter alia, the following tasks:

  1. Maintain relationship with relevant Stakeholders to facilitate and promote IOM’s activities in Bangladesh as well as implementation of IOM projects.

  2. Support capacity building on migration for Government officials in Bangladesh.

  3. Inform and assist Government about the ownership aspect of the project for long term sustainability.

  4. Assist with the programme teams in obtaining necessary Government clearance and permissions.

  5. Assist NGO partners of IOM in obtaining necessary clearance from the NGO Affairs Bureau (NGOAB) for IOM funded projects. Undertake continuous research/analysis on the changing of Government policies and priorities and advise Senior Management for the development of liaison strategies.

  6. Support the CoM in negotiation with Government to ensure that all the P&I agreed between IOM and Government through the Cooperation Agreement is received by the mission.

  7. Advise on protocol matters in regard to all communications, correspondences between IOM and the Government and Embassies;

  8. Arrange high level meetings with high-ranked Government, Embassy and Corporate or Private Sector officials;

  9. Research on Private Sector, academic engagement for possible collaboration with IOM’s programme, activities

  10. Maintain an updated record of Government, Embassy contacts and members of the diplomatic corps;

  11. Liaise with Embassy, respective Government authorities for facilitating visas, permits, licences, and registration for all diplomatic administrative matters.

  12. Liaise with relevant Government ministries for duty exemption, VAT exemption, and custom clearance for official import of equipment, vehicles and other materials.

  13. Coordinate Government and Embassy officials’ travel abroad for training and workshops.

  14. Perform such other duties that may be assigned by the supervisor.

Education, Experience and Skills:

  • Master’s degree in Disaster Management, Social Science, Sociology, Psychology or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Practical experience in liaison and protocols.
  • Knowledge of structures and functions of national and international organization.
