Chemonics seeks a short-term internal audit expert for the Capacity Building Activity (CBA) project in Afghanistan. The newly awarded CBA project will support the Afghanistan Ministry of Education in meeting the ambitious goals set in its 2015-2020 National Education Strategic Plan through systems-strengthening initiatives in teacher recruitment, educational management information systems, finance and budgeting, payroll, and internal audit. The contractor's Systems Improvement Technical Experts (SITE) team will bring world-class, specialized technical assistance to the assessments and action plans for each focus area. Our SITE experts, as detailed in CBA's contract, are leading experts in their field who constitute short-term recurring staff regularly visiting Kabul to lead working group activities, deliver capacity building alongside Ministry of Education counterparts, and play a key role in the development and pursuit of the Ministry Action Plan (MAP), Provincial Action Plan (PAP), and District Action Plan (DAP). The internal audit SITE expert will lead the technical efforts in completing the two Year 1 deliverables. To achieve this, the internal audit expert will collaborate with the project chief of party, deputy chief of party, and local staff internal audit lead to facilitate the development of deliverables for submission to USAID by our contractually stated deadline. Responsibilities include:

  • Develop the Year 1 work plan for regular, effective audit system use to include all Year 1 deliverables per CBA contract in partnership with CBA technical staff and Ministry of Education counterparts
  • Develop and implement the assessment of the internal audit system
  • Develop the internal audit system action and intervention plan and include in the MAP, PAP, and DAP
  • Lead the creation of the Internal Audit Working Group and work with the CCN internal audit lead and an outline of Year 1 activities, assignments, and deadlines


  • Advanced degree in auditing or relevant field
  • Minimum 10 years of relevant technical experience working at the ministerial level on issues related to internal audit
  • Direct experience developing, drafting, and implementing internal audits for national governments
  • Direct experience assessing and revising ministerial internal audit systems
  • Experience in Afghanistan strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English, with proficiency in Dari or Pashto a plus
