Macfadden is seeking a Junior PSC Recruiter to support the United States Agency for International Development’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA). The Junior PSC Recruiter is a procurement position and will provide support to the PSC Recruitment Team. USAID/OFDA’s Personal Services Contract (PSC) Recruitment Team helps USAID/OFDA recruit and hire outstanding experts to perform the challenging mission of responding to diverse types of disasters around the world. USAID/OFDA’s talent needs constantly change as new disasters occur. The PSC hiring mechanism allows USAID/OFDA to contract with individuals who have the expertise the office needs. The PSC Recruitment Team, in accordance with US Government procurement regulations, posts job openings, receives job applications, and assists USAID/OFDA in the process of evaluating, interviewing and selecting candidates who will be contracted by USAID/OFDA.
The Junior PSC Recruiter position is a unique opportunity for candidates seeking a career in procurement and contracting. The Junior PSC Recruiter plays a key role as the point of contact for all general external communication concerning the PSC recruitment process, including managing USAID/OFDA PSC job postings, in accordance with US Government procurement regulations and the Procurement Integrity Act. The Junior PSC Recruiter reports directly to the PSC Recruitment Team Lead, and assists with many tasks across the team (see specific job duties, below).

Key Accountabilities:

  1. Provide support to PSC Recruitment Team.
  2. Manage Recruiter inbox and serve as the Point of Contact for all general external communication. Manage job postings for all PSC positions with USAID/OFDA.
  3. Ensure all trackers are up to date.

Essential Functions:

Job duties:

  • Communicate with senior clients, USAID/OFDA staff, and PSC candidates
  • Maintain individual and team calendars
  • Schedule and confirm meeting spaces, conference calls, etc.
  • Take meeting minutes for bi-weekly meetings with the ACQ Team as needed
  • Maintain databases and lists and provides data for monthly and ad hoc reports
  • Produce materials for meetings (e.g. make binders)
  • Manage supply orders for the PSC Recruitment Team
  • Track financial records for PSC Recruitment Team
  • Draft USPSC solicitations for approval by USAID/OFDA
  • Post approved solicitations on US Government and external websites
  • Manage the paid posting tracker and invoices for paid postings
  • Manage external communications with job posting websites
  • Create solicitation numbers in online database system.

Provides Support to PSC Recruitment Team, including but not limited to:

  • Schedule recruitment kickoff meetings
  • Conduct written reference requests
  • Prepare application and selection materials
  • Support PSC Recruiters during application review meetings, interviews, and supervisor reference calls
  • Close out recruitments
  • Other duties as assigned.

The Junior PSC Recruiter must also be willing and able to work outside of regular office hours when needed, during peak workload times as well as for assignments that require phone calls with people located in different time zones.


  • BA/BS required; MA/MS/MB preferred.

Required Experience:

  • 2–3 years or more of relevant experience, with a strong desire to work in US Government procurement and contracting. Internships count towards experience.
  • US Citizenship
  • Ability to obtain an interim and final Secret security clearance

Preferred Experience:

  • Experience working with USAID or other US Government agency, preferably in procurement and contracting.
  • International experience

Required Skills:

  • Superior communication skills (written and verbal) in English, including but not limited to:
    • Taking clear, accurate and comprehensive notes during fast-paced meetings or candidate interviews;
    • Writing business emails;
    • Drafting memos and other documents for review;
    • Facilitating dialogue to move forward processes.
  • Superior computer skills. High skill with Microsoft Office, (World, Outlook, Excel, PowerPoint, etc.) email, and internet applications.
  • Ability to learn quickly.
  • Highly organized, efficient, and reliable.
  • Produces high-quality work with extreme attention to detail.
  • Able to maintain focus in a fast-paced environment, maintaining a calm, friendly, helpful, and mature attitude while under pressure, shift priorities when needed, and multitask.

  • Possesses or is able to develop effective facilitation skills for guiding evaluation committee meetings.

U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored security clearance.

Physical Requirements

While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
