Purpose of the Position

Under the guidance and coordination of the Inter-Cluster IM Specialist, leads the development and management of information systems for monitoring and analysis of key performance indicators of the Global Cluster Coordination Unit (GCCU), comprising UNICEF-led Clusters and AoR; and to ensure associated performance monitoring dashboards are developed for use by the GCCU team and senior management. The websites of Global UNICEF-led Clusters and AoR will be maintained and further developed (technical), and the position holder will be required to support the Inter-Cluster IM Specialist in advising the GCCU on how its IM systems should develop to keep pace with the latest developments and demands of the Clusters. The role will include deployments to emergencies as a Cluster/AoR Information Management Officer (IMO), or in support of capacity building workshops and training.

Key End Results

  1. Online IM system (Information Centre) for monitoring and reporting GCCU global performance indicators is maintained and meets the expectations of Global UNICEF-led Clusters and AoR, including accessible and easily understood performance dashboards
  2. Technical maintenance of Global UNICEF-led Clusters and AoR public websites
  3. Online IM system for monitoring and reporting coordination performance in country clusters
  4. Clusters and the AoR are supported in the delivery IM training
  5. Deployments to emergencies as Cluster/AoR Information Management Officer (IMO), for diagnostic missions, or training

Key Accountabilities, Duties and Tasks

1.1 Under the guidance and line management of the GCCU Information Management Specialist, periodic consultation with GCCU and relevant senior management staff to maintain a record of performance monitoring requirements of the office

1.2 Translate requirements into results-based management (RBM) language and manage a process to agree performance indicators

1.3 Co-operate with internal and external sources of information to develop strategies and activities for collecting data to measure indicators

1.4 Developing and maintaining accessible IM software systems for housing, analysing and reporting indicators

1.5 Monitor emergency activations, staff deployment data and all indicator data related to GCCU performance monitoring

2.1 Periodic consultation with designated global Cluster and AoR focal points to maintain a record of features and functions of global websites of WASH, Nutrition, Child Protection and Education.

2.2 Development, technical maintenance, and analytics-reporting of global Cluster and AoR websites

2.3 Review and development of web technologies for future integration and improvement of web communications (principally ensuring websites are able to deliver relevant content on commonly used platforms, e.g. PCs, Macs, tablets, smartphones)

2.4 Designated staff trained in managing cluster and AoR website content (CMS training)

3.1 Technical management of the online Cluster Coordination Performance Monitoring (CCPM) IM system

3.2 Administration of the CCPM exercises

3.3 Ensuring CCPM results and metadata are reported, including reporting results on the GCCU Information Centre

4.1 Provide training and expertise on the use and development of information management tools and platforms, including HumanitarianResponse.info and the global Cluster IM toolkits

5.1 Short-term deployments as Cluster/AoR IMO to emergencies (requiring reallocation of responsibilities outlined above during those periods)

Qualifications of Successful Candidate

Education

  1. Advanced university degree in: information technology, media, web-design or other related discipline (Information Management or Computer Science), Management (Information Management or Information Systems), Geographical Information Science, Statistics.

Work Experience

  1. Minimum 2 years of experience in information management in crisis preparedness/prevention situations, humanitarian response and/or crisis recovery operations.
  2. Experience working within the UN system and/or with other cluster partners will be an asset.

Language Proficiency

  1. Fluency in English is required. Knowledge of an additional UN language is an asset.

iv) Technical Knowledge

a) Specific Technical Knowledge Required

  1. Proven experience of website and database development and management.
  2. Familiarity with content management systems (WordPress , Sharepoint and DRUPAL);
  3. Prior experience of building and maintaining a Web platform and databases.
  4. Demonstrated and proven experience in the design and successful implementation of Information Management Systems in crisis prevention, response and/or recovery. Proven experience of application of GIS in a humanitarian context.
  5. Experience in a range of media for generating learning, including Websites, list serves, and newsletters;
  6. Experience in managing communication through the Web, including in the context of emergencies is highly desirable;
  7. Experience of design and format of documents for Web-use, advanced knowledge of Adobe Creative Suite (Photoshop, InDesign and Illustrator) an asset.
  8. Good understanding of the Cluster system and key members, and their mandates and interests; knowledge of Cluster programming will be an advantage

b) Common Technical Knowledge

  1. Familiarity with Microsoft office products, especially Excel and Access
  2. The UN Humanitarian Reform; Transformative Agenda; Grand Bargain; IASC documents and associated guidelines on UN Transformative Agenda and the cluster approach.
  3. Information & Communications Technology literacy.

  1. Knowledge of Cluster information management strategies, capacities and practices in relation to the cluster approach.
  2. Knowledge of the strategy and workplans of the GCCU and EMOPS
