Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. Jhpiego has been working in South Africa through CDC other funding since 2010 supporting the National and Provincial Departments of Health in the provision of quality health and social services.

The Field Manager for the voluntary medical male circumcision (VMMC) for HIV prevention program will be responsible for providing technical and implementation oversight for a USG-funded project in KwaZulu Natal (KZN) province. S/he will oversee planning and implementation of community- and facility-based demand generation activities and will promote organization efficiency in all service delivery, mobilization and outreach activities. As a senior team member, s/he will ensure the technical quality of all activities in support of the project’s overall goals, through regular liaison with and supervision from the Project Director. S/he will manage the field outreach teams and community counterparts and work closely the national, provincial, and district government counterparts on activity planning that aligns supply and demand to achieve performance targets while assuring the quality and safety of VMMC services.

Responsibilities:

  • Serve as a member of the Senior Management Team responsible for providing support to the Project Director on management decisions and provide input and feedback to inform strategic vision
  • Lead the development of strategies for identifying and effeciently linking male circumcision clients with service sites and supporting effective linkages with other associated services.
  • Support planning and implementation of start-up of services, expansion planning, training of community mobilizers and counselors, and supervision of field teams.
  • Manage and oversee planning and implementation of effective procurement systems and supervise logistics staff
  • Ensure the project is incorporating best practices and innovation methods to generate demand for VMMC services, focused on priotized populations and underserved age groups.
  • Support the development of innovative models for outreach and promotion of male-friendly services.
  • Coordinate the mapping and planning of services, considering different service delivery models, including static sites, mobile units, outreach sites, and clienttransport;

  • Mentor, support, supervise, and manage a team of field staff, and align their efforts to ensure rapid and sustainable results

  • Ensure compliance with South African government, USG, PEPFAR, and Jhpiego standards, operational policies, logistics policies, and regulations

  • Draft budgets, work plans, progress reports, and other deliverables for donor, in collaboration with Project Director

  • Serve as a day-to-day technical contact for community, district, and provinical counterparts, actively participate in coordination meetings, and represent Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences

  • In coordination with Project Director, maintain regular communication with Jhpiego home office technical and program staff, and N/PDOH, as appropriate to ensure efficient and compliant implementation

  • Work closely with the M&E staff to analyse programmatic data in a timely fashion, identify programmatic gaps and challenges, devise solutions, and make strategic recommendations to Project Director

  • Collaborate on the writing of monthly, quarterly and annual reports, abstracts, manuscripts, and other documents for dissemination of activities.

  • Build capacity of community partners, government, and Jhpiego staff by conducting relevant trainings and providing mentoring and oversight to outreach and demand generation teams.

  • Coordinate the preparation and review of technical and training materials

  • Support VMMC Project continuous quality improvement activities in collaboration with other implementing partners and champion its inclusion in implementing sustainability strategies

  • Conduct routine assessments of field performance and supervision visits to sites and activities to strengthen Jhpiego’s linkage and demand systems for the provision of a comprehensive HIV-prevention package including VMMC services

  • Lead, in collaboration with program staff, efficient systems to equip the VMMC sites with materials needed to perform large-scale VMMC services with quality and safety

  • Support the development and sharing of best practices and lessons learned with key stakeholders (government, technical partners, and other Jhpiego country teams), and remain up-to-date with developments in the fields of VMMC and HIV in order to disseminate information to the Project team

  • Review the literature and new publications on VMMC and HIV prevention and share with the technical team;

  • Any other tasks as assigned by the Project Director

  • Adhere to all project and organization policies and procedures

Requirements:

  • Advanced degree in a relevant field

  • 7-8 years total work experience, including 5+ years of mid- to senior-level experience including technical leadership, design and management health programs, including at least 2 years of experience specific to high volume VMMC services management

  • Demonstrated skills including verbal and written communication, strategic thinking, supply-chain management, and organizational team-building and capacity development

  • Knowledge of USG and PEPFAR programs, regulations, compliance, and reporting (preferred management experience with PEPFAR-funded programs)

  • Thorough understanding of VMMC programmatic and operational best practices, and preferably with Models for Optimizing Volume and Efficiency (MOVE)

  • Capacity for analyzing technical and programmatic issues; experience developing solutions, assisting in the design of related operational research, and translating research into practice.

  • Excellent diplomacy and stakeholder liaison skills, and experience in working in partnerships to deliver programmes

  • Experience in promoting partnerships and relationships with stakeholder groups, particularly the Department of Health

  • Experience supervising staff with strong leadership skills and a supportive management style

  • Ability to work in a complex environment, responsible for multiple tasks and produce high quality results in a short time

  • Computer skills: MS Office software (Word, Excel, Powerpoint), communication via email/skype

  • Fluent in written and spoken English (one local language preferred)

  • Available to travel extensively both nationally and internationally
