Purpose of Activity/Assignment:

International studies such as TIMSS and PISA indicate that Serbian students have significantly poorer performance compared to their peers in the EU countries, and also that the quality of education in the first four years of primary school is significantly better than the quality of education in the higher grades. With the aim of ensuring continuous improvement of the quality of schools from 2012, a new model for evaluation of schools is being applied, based on standards and indicators that were developed by the Institute for Education Quality and Evaluation (IEQE) and adopted by the National Education Council (NEC) in 2010. The results of the external evaluation show that around one third of the covered schools did not achieve minimum quality standards of school work. International experience proves that low performing schools need additional school support mechanisms to improve quality of their work. One of the mechanisms proved as effective in many countries is exchange of knowledge, experience and good practices between schools – horizontal learning between schools.

UNICEF in cooperation with the IEQE, Centre for Education Policy (COP) and the Ministry of Education, Science and Technological Development has been implementing the Project SHARE - Improving the quality of the education system of the Republic of Serbia through improving the effectiveness of the system for external evaluation of the quality of work in schools and developing horizontal learning between schools. The main objective of the SHARE project is to contribute to improvement of the quality of the education system in Serbia through development of horizontal learning between schools. Specific objective, is also to assess effectiveness of horizontal learning as a model of support in improving quality of schools.

The horizontal learning programme has been developed and piloted by matching 10 high performing schools (high quality and equity) identified in the project OPSED – Observe, Promote, Spread – High Quality and Equity Education in Serbia and selected 10 low performing schools in need for additional support. 10 primary schools that have demonstrated high quality and equity of education are identified using comprehensive methodology that includes external evaluation results and final exams of students, and pedagogical added value.

The key results of SHARE project are: developed programme of horizontal learning between schools with related training packages for teachers, schools and education counsellors; monitoring and evaluation framework for horizontal learning programme; guide for schools with best practices in different areas of quality of work; capacities of high performing schools built to offer school improvement actions to other schools; and teachers from these schools trained to create a national pool of professionals - external advisers for school improvement activities in the education system, foreseen by the law. Therefore, capturing piloting experience of horizontal learning will enable the conceptualisation of the horizontal learning programme and formulation of recommendations for decision-makers at the national level and at the school level.

A knowledge management consultant is needed to support the ongoing efforts to document the key elements of the SHARE project which would contribute to information sharing and scaling-up of the horizontal learning mechanism.

The consultant will document:

  • the key components of the programme;

  • horizontal learning as a support mechanism for school quality improvement in the education system;

  • capacity building for high performing and low performing schools; and

  • monitoring and evaluation framework.

Under the general guidance and direction of UNICEF, and in cooperation with the IEQE and COP, the candidate will develop a knowledge management strategy that documents the entire process of implementing horizontal learning in the selected schools. The strategy needs to showcase and generate knowledge about the programme design, development and implementation; capacity building (low performing schools for identification of weaknesses of the school work and identification of interventions needed in the school improvement plan, capacity of high performing schools to offer tailored made interventions to the school improvement plan, networking, role and training of external advisers and mentors, school improvement plans, monitoring and evaluation framework).

Work Assignment Overview

Task 1: Capturing the impact of the project on different stakeholders

Desk review of all relevant project documentation. Discussion with the project team about to the theory of change, key stages and results in development and implementation of the project.

Develop methodology for capturing the impact of the project on different stakeholders and conduct field work which will include story capturing sessions and focus group discussions with relevant stakeholders in 3 low performing and high performing schools and at the national level.


  1. Methodology and work plan developed

  2. Short Report drafted (18,000 characters maximum)

  3. 3 Final case studies (as a separate doc and as integral part of the Step by Step Guidance manual – task 4)

Timeframe: 14 days (desk/skype 3 days, field work 4 days, field work September 2017, home based 7 days)

Task 2: Prepare video scripts and prepare video for promotion of success stories, quality in education system and dissemination of horizontal learning in cooperation with UNICEF, CEP and IEQE


• 2 video scripts – one for short video on promotion of quality in education and whiteboard/scribe video on horizontal learning

• 1 short promotional video, maximum video length is 2 minutes

• 1 white board video, video length is 1 minute

Timeframe: 7 days (August 2017, recording in September 2017)

Task 3: Develop policy brief with all data relevant and included info-graphics.


  1. Policy Brief on Horizontal Learning as a tool for the school improvement (content and graphic design) – between 7,200 to 10,800 characters maximum

Timeframe: 5 days (home based July-August 2017)

Task 4. Review of the Step by step Guidance manual (toolkit) on implementation of horizontal learning (will be developed by the COP);

Deliverables: Input provided to the Step by step Guidance manual (toolkit) on implementation of horizontal learning (that will be developed by the Center for Education Policies until the end of August 2017);

Timeframe: 2 days (home based, Mid of September 2017)

Minimum Qualifications required:

Advanced university degree in Social sciences

Knowledge/Expertise/Skills required:

• At least 7 years of experience in research, analysis, monitoring and evaluation

• Experience in writing, editing, publication management preferably having experience on knowledge management and story documenting;

• Experience in communication for development;

• Experience in shaping content of education policy to fit the audience, and/or knowledge of the Serbian education system and issues will be considered an asset;

• Excellent oral and written English skills required; Knowledge of Serbian is an advantage;

• Demonstrated flexibility and creativity in planning and problem solving;

• Work experience with UNICEF and /or other international organizations will be considered as an advantage
