The Horn, East & Central Africa Region (HECA) is one of the poorest and least developed regions of the world, and one of the largest regions where Oxfam works. All ten countries in the region are currently affected by natural and/or man-made humanitarian crises, and this is having an impact on Oxfam’s role in the region. In addition to country specific Oxfam strategies in each of the 10 countries for the period 2015-2019, Oxfam also has a statement of strategic intent for the region, reflecting the key strategic priorities and objectives for the entire region. They include prevention and response to humanitarian crises; enabling women in HECA to claim their social, economic and political rights; supporting the development of civil society, and the improvement of accountable, democratic governance; and supporting the improved resilience of those with vulnerable livelihoods to climate change, insecurity and other risks. The HECA region also hosts the Pan-Africa Programme.

In order to respond rapidly to major humanitarian emergencies in the HECA Region, Oxfam seeking to recruit for a Regional Programme Manager.

The Role

The post holder will strengthen Oxfam's response to humanitarian emergencies by managing/coordinating emergency assessments and projects/programmes to meet humanitarian needs, in line with the organisational objectives. You will be expected to spend approximately 80% of your time deployed to support humanitarian response programmes throughout the region. When not on deployment, you may be required to undertake research project work to document experience and build up institutional learning on aspects of emergencies; participate in audits, evaluations and staff training events.

The person

To be successful in this role you will have significant experience of managing large scale first-phase emergency programmes and development projects, and a good understanding of relevant humanitarian and policy issues. You are familiar with the main code of conducts and standards usually adopted in the humanitarian sector (i.e. Sphere and Red Cross/NGO Code of conduct) You will have proven record of effective programme and people management; strong analytical and strategic planning skills. You are capable of managing large budgets ensuring proper and timely budget and financial monitoring. You are sensitive to cultural difference and are able to work in a wide variety of cultural contexts. Willingness to travel at short notice, often in difficult circumstances is essential. You have understanding and experience of gender equity issues and their relevance to humanitarian work. You will have good communication skills coupled with diplomacy, tact and ability to remain calm under pressure. Ability to coordinate activities with other agencies, build and maintain positive working relationships is essential. You will have strong interpersonal skills and the ability to communicate clearly both verbally and in writing, coupled with the professional credibility required to influence and motivate others to achieve results.
