The department Quality, Finance & Control (QFC) within Oxfam Novib Corporate Groups is currently recruiting for the position of

SPECIALIST PROCUREMENT (36 hrs.)

The Hague office

Main Goal of the Job

As Specialist Procurement you verify compliance to Supply and Logistics of Oxfam Novib and Oxfam policies and procedures and enable their implementation by providing support and training.

This position reports directly to the Quality, Financial Administration and Procurement Coordinator. The Procurement Team, identifies opportunities and implements actions to achieve efficiencies in the procurement process. Works as closely as possible with Oxfam Novib stakeholders, other Oxfam’s and partners to ensure quality supplier relations and project delivery. The main focus for this position is:

  • Procurement Services: the procurement team is responsible for supporting Oxfam Novib staff in terms of advice and quality checks, in areas such as supplier negotiations, contract management and tenders.

  • Capacity Building: provides procurement training to The Hague staff and supply & logistics to country office staff and partners.

  • Policies and Procedures: development, maintenance and improvements of policies, procedures and ways of working, ensuring employees adhere to them.

  • Operations and advisory services: supporting projects to deliver quality supply & logistics services in terms of advice and quality checks.

Main tasks

  • Develop or improve the supply and logistics policies and procedures for Oxfam Novib and Oxfam, applicable to Oxfam Novib The Hague office and to Oxfam country offices, by leading and participating in multi-disciplinary teams within Oxfam Novib and Oxfam.

  • Develop policies and procedures for improving contracting in high value risk procurement in projects**;**

  • Develop processes, tools and ways of working for decreasing the probability of ineligible costs related to the supply and logistics in projects;

  • Improve supply and logistics performance by establishing auditable and practical ways of working

  • Monitor compliance to relevant policies and procedures in The Hague and Oxfam countries

  • Monitor the supply and logistics process overseeing its legality, efficiency, effectiveness and quality;

  • Provide training and coaching in order to expand the knowledge regarding supply and logistics in The Hague and Oxfam countries, in collaboration with other units and Oxfam Affiliates;

  • Write concise reports and memos in excellent English language and communicate the details in a clear and easy to understand way to key stakeholders both internally and externally.

Requirements for the job

You have

  • At least a HBO (Bachelor) degree in business management or equivalent level through work experience;

  • A minimum of five 5 years of experience in a similar position in an international organisation;

  • Knowledge of and experience with procurement management;

  • Excellent written and spoken Dutch and English and preferably French and Portuguese language;

  • The ability to multi task and ability to adapt in a changing work environment;

  • Ability to write reports and memos to high level management;

  • Ability to communicate complex issues in a very clear and simple way to internal and external stakeholders;

  • Experience in training and coaching on topics related to supply and logistics

  • Ability to work in a multi cultural environment.

  • Willingness and ability to travel abroad (up to 5 times a year for at least 1 week at the time)

  • Relevant legal knowledge is desirable

    Level

    The level of the Corporate Groups Specialist Procurement Management corresponds with Corporate Groups Specialist B with grading scale 9 with a salary range from € 2666,- to € 4101,- on the basis of a 36 hours working week.
