Palladium is looking for a Monitoring, Evaluation and Learning (MEL) Manager for an upcoming Economic Growth programme tendered by DFID. This programme is designed to support the creation of more productive and equitable vocational skills and migration systems improving the livelihoods of poor Nepalis. The youth will be a major beneficiary of the programme, with particular attention paid to women and other disadvantaged groups to access both formal sector and informal sector jobs at home and abroad.

The role is intended to provide the Monitoring, Evaluation and Learning component to the team. The MEL Manager is responsible for the overall performance tracking required for the successful delivery of outputs under the Nepal Skills programme. The MEL Manager will develop full sets of objectively and quantitatively verifiable indicators for measuring progress against outputs.


  • Develop a MEL framework correlating the theory of change, log-frame and interventions with the results chain;
  • Facilitate monitoring and reviews in the lead to each milestone: at the end of the inception phase, pilot phase, and throughout the scale-up phase;
  • During the inception phase, facilitate the finalisation of monitoring and evaluation indicators and plan;
  • Lead day-to-day delivery of the monitoring system, data collection, management and performance analysis;
  • Facilitate the development of project-wide and intervention-specific results chains and ensure these are fully synchronised with the Log-frame. Ensure that when changes in results chains are made and when these have impact on the Log-frame, these changes are reported to the Team Leader for further elaboration with the client;
  • Ensure comprehensive knowledge management mechanisms to review progress, unintended consequences, challenges and opportunities during the programme implementation phase;
  • Lead the quality assurance of all monitoring operations and undertake regular audits;
  • Prepare for and facilitate internal and external review missions and evaluations;
  • Ensure the Team Leader is made aware of all issues arising which have contract or budget significance.

Education and experience

  • A Master's degree in Economics, Statistics, Business Administration, Mathematics, Public Administration, Sociology, Anthropology, Public Health, ICT, or Education and other related subjects;
  • 5+ years of relevant M&E experience with demonstrated understanding of M&E methods and approaches (including quantitative, qualitative and participatory);
  • Understanding of skills development, employment or migration;
  • Knowledge of gender equality and social inclusion (GESI) and experience of mainstreaming GESI;
  • Good knowledge of value for money (VFM) approaches;
  • Prior or current experience and understanding of private sector development or market development;
  • Experience in leading design and implementation of Theory of Changes, MEL framework, results log-frame and relevant reporting systems and processes;
  • Ability to coordinate effectively across programme and partners to gather key data, case studies, etc for reporting, monitoring and tracking.

Skills and competencies

  • Excellent written and verbal communication skills;
  • Ability to build relationships and networks with a range of stakeholders;
  • Strong expertise in leading complex programmes, including managing and mentoring senior members of staff;
  • Experience transitioning from pilot phase to scaling-up activities;
  • Proficiency in Nepalese is an asset.
