IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the overall supervision of the Protection Officer (based in Tunis) and the direct supervision of the Senior Protection Assistant (based in Tripoli) and in close coordination with other relevant units of the programme, the incumbent will provide specialized assistance to the planning, coordination, implementation, and monitoring of IOM Libya protection activities. The incumbent will be based in Benghazi with travels to other areas of responsibility throughout the country


Role objective:

  1. Provide specialized assistance in the planning and implementation of protection activities within IOM Libya’s Protection projects in a timely manner, collaborating constructively with the Protection Officer and/or the designated Project Manager in carrying out financial, administrative and technical aspects in line with IOM’s policies and procedures, as well as donor requirements;

  2. Support the implementation of the project activities, identify and analyse issues and initiate follow up actions, support communication and visibility activities within projects;

  3. Assist the Protection Officer/Project Manager with logistical arrangements of meetings, trainings, workshops and other events; co-facilitate training sessions in Libya and Tunisia

Expected output:

  1. Provide technical support to the development, implementation and evaluation of protection related data and other information management activities.

  2. Work closely with the case officers and support the collation, analysis and reporting of data on protection activities

  3. Prepare draft technical reports, statistical analyses, information bulletins and other relevant information related to migrants and displaced populations.

  4. Perform other duties as may be assigned.

This role does not have team management responsibility.



§ Bachelor's degree in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations or Law, or other relevant field.

Work experience:

§ Minimum of 4 years of demonstrable relevant Migration experience.

Geographical experience:

§ Minimum of 4 years of experience in Middle East with local experience in Tripoli, Libya is an advantage.


§ Fluency in English (essential) , Arabic (essential) and French (desirable).

Key competencies:

a) Completed university degree from an accredited academic institution in Political or Social Sciences, Development Studies, Human Rights, International Relations or Law, statistics or other relevant field;

b) Knowledge of statistics, survey and assessment methodologies, excellent writing skills.

c) Professional experience in the field of migration and assistance to vulnerable populations with a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa is an asset.

d) Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;

e) Demonstrated problem solving attitude and skills;

f) Excellent communication skills, efficiency and flexibility. Ability to work under pressure. Attention to detail and quality and capacity to meet deadlines. Strong analytical skills and creative thinking. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

g) Proficiency in using two or more of the following tools: Adobe, Adobe InDesign, Access, Visual Basic, Java, ASP, SQL, Oracle, KOBO. Proficiency in one or more statistical analysis software such as: Stata, SAS, SPSS,

h) Good knowledge of MS Office applications .e.g. Excel, Word, Outlook, etc.

i) Fluent in English and Arabic, both written and spoken
