OVERVIEW OF THE POSITION

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

GENERAL FUNCTIONS

Role objective:

Under the overall supervision of the Protection Officer (based in Tunis) and the direct supervision of the Protection Assistant, and in close coordination with other relevant units of the programme, the incumbent will provide specialized assistance to the planning, coordination, implementation, and monitoring of IOM Libya protection activities. The incumbent will be based in Sabha with travels to other areas of responsibility throughout the country.

Expected output:

  1. Undertake regular protection monitoring visits to detention centres and other places where migrants, IDPs, returnees and vulnerable host communities may reside, prepare protection assessment reports;

  2. Refer cases to relevant partner organizations and international organizations for appropriate follow-up and/or to other units within IOM for their respective follow-up;

  3. Identify and refer vulnerable cases for voluntary humanitarian return (VHR) and ensure that the VHR goes smoothly, follow up on procedures with the VHR team, embassy representatives, and the receiving mission;

  4. Conduct vulnerability assessments of unaccompanied migrant children (UMCs) to help identify the urgent needs and possible solutions for children;

  5. Conduct family tracing interviews with UMCs and other migrants in need and follow up with IOM in the country of origin;

  6. Identify migrants in need of direct assistance such as medical support (including psycho-social), Non Food

Items (NFIs), housing, family tracing;

  1. Provide information on available services to vulnerable migrants such as victims of trafficking (VoTs), UMCs, survivors of GBV and/or other violence etc;

  2. Under the supervision of senior protection staff, facilitate focus group discussions with target groups, state actors and service providers in the field on selected protection concerns

  3. Work to identify and support community focal points/representatives/host families to participate in community based protection programmes

  4. Participate in awareness raising events and support IOM in trainings and workshops arranged by IOM and partners

  5. Liaise with the Libyan Directorate for Combatting Illegal Migration (DCIM) and other authorities and humanitarian partners on issues concerning migrants such as detention, medical needs etc.

  6. Participate in case-management meetings and protection working groups

  7. Assist in the maintenance of all protection-related case-management records and files; provide statistics and data analysis as required;

  8. Assist with informal translations of documents, information, and data as well as do oral interpretations to and from English and Arabic (French is considered an advantage) as necessary and as requested;

  9. Perform other duties as may be assigned.

Team management:

This role does not have team management responsibility.

ESSENTIAL EXPERIENCE

Education:

§ Bachelor's degree in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations or Law, or other relevant field.

Work experience:

§ Minimum of 4 years of demonstrable relevant Migration experience.

Geographical experience:

§ Minimum of 4 years of experience in Middle East with local experience in Sabha, Libya is an advantage.

Languages:

§ Fluency in English (essential) , Arabic (essential) and French (desirable).

Key competencies:

a) Completed university degree from an accredited academic institution in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations or Law, or other relevant field;

b) Minimum of three years of professional experience in the field of migration and assistance to vulnerable populations with a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa;

c) Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;

d) Demonstrated problem solving attitude and skills;

e) Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment;

f) Fluent in English and Arabic, both written and spoken, knowledge of French is considered an advantage;

g) Good knowledge of MS Office applications .e.g. Excel, Word, Outlook, etc.
