Job Title: Deputy Chief of Party/Monitoring and Evaluation Specialist

Overview:
International Business & Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking an experienced Deputy Chief of Party (DCOP)/M&E Specialist for the USAID Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) Somalia Monitoring & Learning Project (SMLP), working in Nairobi, Kenya. The anticipated start date is early October 2017 and is dependent upon USAID approval of the selected DCOP/M&E Specialist key personnel candidate. IBTCI is seeking a skilled development and humanitarian assistance professional who has previous experience in a similar DCOP/M&E Specialist or equivalent role.

Responsibilities

The responsibilities of the Chief of Party include, but are not limited to, the following:

  • Provide overall technical direction for the overall technical direction to SMLP Team on monitoring methodology and data analysis.
  • Responsible for the design of the monitoring plan, data collection tools and other required deliverables

Qualifications

Required Knowledge, Skills and Abilities:

  • Previous experience providing technical support to third-party monitoring projects, M&E support projects, or evaluations
  • Previous experience conducting quantitative and qualitative field research in conflict zones is desirable.
  • Previous experience working on programs implemented in Somalia is desirable.

Minimum Requirements:

  • At least seven (7) years of progressively responsible experience related to the task order subject matter, including at least two (2) years of experience managing teams and at least one (1) year of experience working in conflict zones.
  • Excellent oral and written communication skills, analytic skills, interpersonal skills, and team management skills.

Education: Bachelor’s degree in International Affairs, Social Science, or a related field. Master’s degree in International Affairs, Social Science, Statistics, or a related field is highly desirable.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: The DCOP/M&E Specialist will directly supervise the Project Coordinator and Senior Reporting Specialist.

Travel: Travel to Somalia may be required.
