The Emergency and Preparedness Officer will report directly to the Emergency Coordinator.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead the Emergency Preparedness and Response Package (EPRP) for WFP in Iraq. Work will involve writing and overseeing the implementation of the EPRP for the Country Office and Sub Offices, with travel as required. In consultation with all units and Sub Offices, update checklists (MPAs, ERAs), write Contingency Plans, and continually review and update the Risk Register.

  2. Lead capacity development of staff to effectively implement Emergency Preparedness and Response activities, as well as the EPRP tool, by conducting frequent trainings and regularly disseminating relevant information.

  3. Reflect meeting outcomes and key development on Emergency Preparedness activities and Emergency Response to the Iraq crises in the implementation of the EPRP.

  4. In collaboration with all units, assist the Emergency Coordinator with the establishment of an operational plan to respond to crises in Iraq, in particular through the drafting of Concepts of Operations.

  5. Working with the Reports and Donor Relations Officers, contribute to the preparation of briefs, presentations, proposals, reports, and speeches on the Emergency Preparedness and Response activities of WFP in Iraq.

  6. Conduct research, reviews and analyses of key documents relating to Emergency Preparedness activities and the Emergency Response to the crises in Iraq.

  7. Develop and lead liaison with a broad range of internal contacts on WFP Iraq’s Emergency Preparedness and Response activities.

  8. Any other duties as requires.


The position is based in Baghdad with frequent travel in Iraq.

The successful candidate must have excellent presentation skills, be a confident presenter, and be able to diplomatically articulate sensitive issues.


Education: Advanced University degree in Economics, International Affairs, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field, or First University Degree with additional years of related work experience

Experience: Familiarity in working with both internally displaced and refugee populations is highly desirable, with a good understanding of related protection issues. At least three years of postgraduate professional experience in humanitarian organizations or government institutions with proven experience in emergency preparedness and response and/or in multifaceted field coordination.

Knowledge & Skills: A good understanding of issues relating to the political economy of Iraq. Knowledge of social protection and social safety nets, and their use in addressing both short term acute vulnerability and longer term, chronic vulnerability. An understanding of the principles and global frameworks relating to disaster risk management. Ability to engage effectively at working level with a wide range of actors including those in the international humanitarian community and governments; Excellent analysis and drafting skills are required; Ability to work under tight deadlines and pressure; Maturity, initiative, courtesy, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Language: Fluency in both oral and written communication in English and Arabic is essential. Fluency is spoken Kurdish is an asset. Any other language is considered as a plus.
